Taiwan Plans 6 Million Tonnes of Annual Alaska LNG Purchases

CPC’s proposed supply arrangement includes up to $4.4 billion in potential project investment, but commercial terms remain under negotiation and deliveries are not guaranteed.

TAIPEI, Taiwan – Taiwan plans to purchase about 6 million metric tons of liquefied natural gas (LNG) annually from the proposed Alaska LNG project once production begins, while state-owned CPC Corporation is considering an investment of up to US$4.4 billion in its development, Taiwan’s Ministry of Economic Affairs said on October 14.

The announcement marks progress after nearly 18 months of negotiations following a letter of intent signed in March 2025. It does not establish that a final, binding LNG supply contract has been completed or that the proposed investment has been approved and committed.

The ministry said the arrangement remains subject to further coordination with the U.S. side. Specific investment structures, potential ownership stakes and other conditions will be determined through subsequent negotiations and commercial-contract procedures. CPC must also conduct project studies and complete its internal budget-approval process.

Deliveries could begin as early as 2032 if development proceeds according to schedule, the ministry said.

A proposed supply agreement, not a completed deal

CPC signed the original letter of intent with the Alaska Gasline Development Corporation (AGDC), an Alaska state-owned entity, on March 20, 2025. The document covered prospective LNG purchases and the exploration of upstream investment opportunities.

The ministry’s latest announcement confirms that the two sides have made progress, but it does not disclose a final purchase contract, pricing formula, supply duration or the conditions governing annual volumes.

The proposed investment ceiling of US$4.4 billion is likewise not evidence that CPC has transferred funds or secured a defined ownership share. The ministry said those arrangements remain subject to negotiation and company procedures.

U.S. President Donald Trump has described the proposed Taiwanese purchases as roughly 30% of the project’s intended output. That comparison depends on the project’s planned production capacity and the eventual terms of any supply contract; it should not be treated as confirmation that Taiwan has secured a binding share of future production.

Alaska project carries major development requirements

The Alaska LNG project is designed to move natural gas from Alaska’s North Slope through a long pipeline to facilities in southern Alaska, where the gas could be liquefied for export by ship.

Its scale means that prospective Taiwanese deliveries depend on more than commercial negotiations. Pipeline and export-terminal construction, financing, regulatory requirements, gas supply arrangements and the commissioning of liquefaction facilities must all progress sufficiently for production to begin.

The project’s development timetable is therefore a forecast rather than a delivery guarantee. The 2032 date cited by Taiwan is conditional on the project advancing as planned.

The information available in the Taiwanese ministry’s October 14 announcement does not establish that the full export project has reached a final investment decision, that all required financing is secured or that construction milestones guarantee first exports by a particular year. Those points require confirmation from the developer and relevant Alaska authorities before a definitive project-status assessment can be made.

Diversification could strengthen supply flexibility

Taiwan imports natural gas to support electricity generation and industrial demand, making the reliability of overseas supplies and shipping routes important elements of its energy planning.

The Ministry of Economic Affairs said Alaska LNG could diversify Taiwan’s sources of gas and provide greater flexibility in managing transportation risks. The project’s Pacific location could allow shipments to reach Taiwan without transiting the Panama Canal, according to the ministry’s earlier explanation of the arrangement.

A new source would not eliminate Taiwan’s exposure to global LNG prices, maritime disruption or interruptions at production and export facilities. The practical benefit would depend on the volume ultimately contracted, the timing and reliability of deliveries, the commercial terms and how Alaska cargoes fit alongside Taiwan’s other supply arrangements.

The proposed 6-million-tonne annual volume is substantial, but its precise share of Taiwan’s future gas imports should not be calculated without a consistent, verified comparison with official import data and projected demand for the relevant year.

Investment terms and project economics remain unresolved

CPC’s potential participation could combine purchases of LNG with an investment in the project’s development. However, Taiwan’s announcement does not specify how the proposed investment would be divided among project components, whether it would confer an ownership interest or what financial returns or risks CPC would assume.

The commercial case will depend on the eventual price and duration of supply commitments, transportation and liquefaction costs, financing conditions, construction expenditure and the project’s ability to meet its schedule. Without disclosed contract terms and a verified current cost and financing assessment, it is not possible to conclude that Alaska gas will be cheaper than alternative supplies or that the proposed investment will deliver a particular return.

The distinction matters because a letter of intent, a negotiated commercial contract, an approved investment and a completed investment are separate stages. Taiwan’s October 14 statement confirms progress toward a possible arrangement, not completion of all those stages.

A strategic step in U.S.–Taiwan energy ties

Taiwan’s government framed the proposed arrangement as part of its strategy to diversify energy procurement and improve supply resilience, while also deepening economic cooperation with the United States.

The commercial negotiations are taking place amid broader U.S.–Taiwan trade and energy discussions. However, the ministry’s announcement does not establish that the proposed LNG purchases or investment are a condition of U.S. security support, nor does it demonstrate that the arrangement guarantees a specific trade or diplomatic outcome.

The next decisive indicators will be publication of the final commercial terms, completion of CPC’s internal reviews and approvals, confirmation of the project’s financing and final investment decision, and credible construction and commissioning milestones.

Until those steps are documented, the Alaska LNG arrangement remains a significant prospective supply initiative rather than a finalized source of gas for Taiwan.
