China and Egypt Deepen Strategic Partnership as Middle East Tensions Rise

Xi Jinping’s Cairo visit produced new economic, technology and security agreements as Beijing and Egypt seek closer coordination amid a rapidly changing regional security environment.

CAIRO, Egypt – China and Egypt have agreed to deepen their comprehensive strategic partnership as Chinese President Xi Jinping meets Egyptian President Abdel Fattah El-Sisi in Cairo, with both governments emphasizing economic cooperation, security coordination and a greater role for multilateral diplomacy amid rising Middle East tensions.

Xi’s state visit, his first to Egypt in a decade, coincides with the 70th anniversary of diplomatic relations between the two countries. Egypt was the first Arab and African country to establish diplomatic relations with the People’s Republic of China in 1956.

The timing gives the visit significance beyond bilateral relations. The Middle East is facing heightened security tensions, while disruptions to major shipping and energy routes have increased the strategic importance of countries such as Egypt, which controls the Suez Canal.

China and Egypt expand cooperation

Following talks in Cairo, the two sides witnessed the signing of cooperation documents covering Belt and Road cooperation, artificial intelligence, trade, industrial and supply chains, science and technology, education and transport.

More than 20 cooperation documents were signed during the visit, according to China’s Foreign Ministry.

The agreements reflect an effort to move the relationship beyond infrastructure and traditional trade into newer areas of technology and industrial development.

El-Sisi also announced the launch of the third phase of the Egyptian-Chinese industrial zone in the Suez Canal Economic Zone, with planned activity in renewable energy, automobile manufacturing, textiles and chemical fibers.

Suez Canal adds strategic importance

Egypt’s geographic position gives the partnership particular importance.

The country connects the Mediterranean and Red Sea through the Suez Canal, a major route for international commerce. Regional conflicts and disruptions elsewhere in the Middle East have increased the importance of secure maritime transportation.

China has invested substantially in Egypt’s infrastructure and industrial development, including projects connected to the Suez Canal Economic Zone.

For Beijing, deeper ties with Cairo provide a stronger relationship with a major Arab and African country located along an important global trade corridor.

For Egypt, Chinese investment offers another source of capital, technology and industrial development as Cairo seeks to diversify its international economic partnerships.

Security cooperation is expanding

The relationship is also moving further into security.

Xi called for stronger cooperation against transnational crime and terrorism, while Egypt expressed its readiness to deepen military and security exchanges with China.

The two countries’ expanding defense relationship has already attracted attention following joint military exercises involving Chinese and Egyptian aircraft.

The cooperation does not replace Egypt’s longstanding military relationship with the United States, but it demonstrates Cairo’s broader strategy of maintaining relationships with several major powers.

China calls for a new regional security framework

The Middle East was a major subject of Xi’s talks with El-Sisi.

China said regional countries should strengthen their own dialogue on security and consider reshaping the region’s security architecture, while opposing what Beijing describes as interference by external powers.

Xi also called for a greater role for the United Nations in addressing regional security issues.

Egypt’s president similarly emphasized de-escalation and political solutions, saying Cairo would continue coordinating with China and other regional and international actors to reduce tensions.

The positions give Beijing an opportunity to present itself as a diplomatic actor in a region where the United States remains a major military power.

Egypt seeks strategic balance

Cairo has increasingly pursued a foreign policy designed to maintain relationships with multiple major powers.

Egypt remains an important U.S. partner, particularly on defense and regional diplomacy, while simultaneously expanding its relations with China, Russia, Europe and other international partners.

Closer ties with Beijing therefore give Egypt additional economic and diplomatic options without necessarily requiring it to abandon existing alliances.

China, meanwhile, gains a partner with significant influence in Arab and African affairs and an important role in regional diplomacy.

A broader Chinese Middle East strategy

The Egypt visit forms part of a wider Chinese effort to expand diplomatic influence across the Middle East and Global South.

Beijing has strengthened relations with Gulf states and Iran and played a diplomatic role in the restoration of Saudi-Iranian relations in 2023.

China has generally emphasized economic cooperation and diplomacy rather than establishing the extensive military presence associated with Washington.

The current regional environment gives that approach a new test.

As Middle Eastern governments reassess security relationships and economic vulnerabilities, Beijing is seeking to demonstrate that it can provide investment, political engagement and diplomatic alternatives.

The partnership faces its own limits

Despite the growing relationship, China and Egypt do not share identical interests on every regional issue.

Egypt must manage its relationships with Washington and other Western governments, while China must balance its expanding Middle East ambitions against its broader economic and strategic interests.

For Cairo, the objective appears to be diversification rather than alignment with a single great power.

For Beijing, Egypt is increasingly important as both an economic partner and a diplomatic gateway connecting China with the Arab world and Africa.

What Happens Next

The immediate focus will be implementing the agreements announced during Xi’s visit, particularly projects involving industrial production, artificial intelligence, renewable energy and infrastructure.

The broader test will be whether China can translate its expanding economic relationship with Egypt into sustained diplomatic and security influence across the Middle East.

For Egypt, the partnership provides another avenue for investment and international cooperation at a time when regional instability is increasing the value of strategic flexibility.
