MOSCOW, Russia – Russian President Vladimir Putin hosted leaders from Southeast Asia on Wednesday as Moscow sought to deepen economic and political engagement with the Association of Southeast Asian Nations (ASEAN), highlighting trade, investment and broader international cooperation amid shifting global dynamics.
The two-day gathering in Kazan marks the 35th anniversary of relations between Russia and ASEAN, a regional bloc whose members have maintained diplomatic engagement with Moscow despite growing geopolitical divisions worldwide.
Kremlin foreign affairs adviser Yuri Ushakov said the summit is focused on expanding what Russia describes as its strategic partnership with ASEAN members, including Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand, Timor-Leste and Vietnam.
Economic Cooperation Takes Center Stage
In a message to participants attending a business forum held alongside the summit, Putin emphasized the importance of strengthening commercial links between Russia and Southeast Asia.
He said the discussions could create new opportunities for trade, investment and industrial cooperation while encouraging closer engagement between business communities across the region.
Economic ties have become an increasingly important aspect of Russia’s outreach to Asian partners as Moscow seeks to diversify international relationships and expand access to new markets.
Focus on a Multipolar World Order
According to Ushakov, leaders at the summit are also exchanging views on regional and international developments while reviewing progress in Russia-ASEAN cooperation.
He said participants are expected to reaffirm support for what Russia describes as a more balanced and multipolar international system based on international law and the principles of the United Nations Charter.

Ushakov characterized Russia’s relationship with ASEAN as constructive and mutually beneficial, reflecting the bloc’s continued role as one of Moscow’s longstanding dialogue partners.
Bilateral Meetings Highlight Regional Engagement
Putin held several separate meetings with ASEAN leaders during the summit, including talks with Philippine President Ferdinand Marcos Jr., whose country currently holds ASEAN’s rotating chairmanship.
During their meeting, Putin praised the longstanding relationship between Russia and the Philippines and highlighted cooperation based on mutual respect and shared interests.
Marcos thanked Putin for hosting the summit and extended an invitation for the Russian leader to attend the ASEAN summit scheduled to take place in Manila in November.
Putin also met Brunei’s Sultan Hassanal Bolkiah and Malaysian Prime Minister Anwar Ibrahim as part of the summit’s diplomatic agenda.
At an evening reception for participating delegations, Putin said Russia and ASEAN countries share support for sovereign equality among states and non-interference in domestic affairs. He described those principles as a foundation for continued cooperation aimed at promoting security, prosperity and stability across Eurasia.
Turkey Talks Reflect Broader Regional Diplomacy
On the sidelines of the summit, Putin also met Turkish Foreign Minister Hakan Fidan following discussions between Russian Foreign Minister Sergey Lavrov and Turkish officials earlier in the week.
The Russian president described relations between Moscow and Ankara as steadily developing and said bilateral contacts continue to expand across multiple areas of cooperation.
Fidan indicated that several issues remained on the agenda for discussion between the two countries.
Diverse ASEAN Interests Shape Relations
ASEAN includes countries with varying foreign policy priorities and strategic partnerships. Some members, including the Philippines, maintain close ties with the United States, while others have significant economic, security or energy relationships with China and Russia.
Several ASEAN nations, including the Philippines, Indonesia, Thailand and Vietnam, have either imported Russian crude oil or expressed interest in doing so following increases in global energy prices linked to the conflict involving Iran.
The summit reflects Russia’s broader effort to strengthen its presence in Asia through economic cooperation, diplomatic engagement and support for a more diversified international order.
While ASEAN members continue to balance relationships with multiple global powers, the Kazan meeting underscored the bloc’s willingness to maintain dialogue with Moscow as regional governments pursue their own strategic and economic interests.
