COX’S BAZAR, Bangladesh – Ten people died when a fire destroyed TupTup Resto & Resort near Inani Beach on October 17. The Fire Service and Civil Defense said inspectors had flagged the property as hazardous in June. Officials also said the resort operated without a valid fire-safety license.

Police have named the resort’s owner and manager in a case. Meanwhile, an investigation committee is examining the fire and possible safety failures. Investigators have not yet established what started the blaze or whether any regulatory failure caused the deaths.

The resort stood in Patuartek, in Ukhiya upazila, Cox’s Bazar district. It was a popular coastal tourist area. Reports described the building as largely wooden, which may have helped the flames spread quickly. Some guests were asleep when the fire began. Firefighters later found victims in bathrooms where they had apparently sought shelter.

The disaster has raised questions about the June warning. Did the resort address the hazards inspectors found? Why did it continue operating without a valid license? And what action did the authorities take after the inspection?

The fire and emergency response

The fire broke out on the morning of October 17. The Fire Service and Civil Defense said it received the first report at 7:25 a.m. Firefighters reached the resort at about 8 a.m. Local reports said they brought the blaze under control later that morning and extinguished it by around 11 a.m.

Firefighters recovered 10 bodies. They first found six victims, then discovered four more in bathrooms during the search. The rescue operation ended that afternoon, The Daily Star reported.

A nearby resident told The Daily Star that he saw flames coming from the kitchen area. He said the reception stood beside the kitchen, near the staircase to the upper floors. His account points to a possible starting area, but it does not establish the cause.

Cox’s Bazar Deputy Commissioner A. Mannan said officials initially suspected a kitchen stove. Investigators had not confirmed that theory.

Fire Service officials also said strong sea winds helped the fire spread. Reports described a building made with concrete, wood, bamboo and other materials. These details may help explain how the flames spread, but they do not establish what ignited the fire or which safety measures failed.

The June warning and missing license

Fire Service and Civil Defense Director General Brig. Gen. Sultanul Afreen Junaid said an inspector visited the resort in June. The inspector issued a formal notice on June 11 and classified the building as hazardous. Junaid said the resort continued operating without a valid fire-safety license despite the warning.

The agency said the property had faulty documents, too few fire extinguishers and inadequate firefighting arrangements. Other local reports said the resort lacked fire alarms and a fire-safety plan.

However, the original inspection report and warning notice have not been independently obtained for this article. Their contents are important because they would show exactly what inspectors found and what they required the resort to fix.

The available reports do not establish whether the notice set a deadline for repairs, whether the owner acknowledged it or whether inspectors returned to check compliance.

The license issue also raises a separate question. A missing license does not, by itself, establish which safety systems were absent or whether any equipment was working. Licensing records, inspection reports and enforcement orders would help clarify the resort’s legal status and the authorities’ response.

Junaid said the resort operated without permission. Yet the records reviewed do not establish whether officials ordered it to close, suspended a license or took other enforcement action before the fire. They also do not show which agency was responsible for each decision.

What the building’s safety arrangements show

Several outlets described the resort as a three-story building, although some early reports called it a two-story structure. Reports said it combined concrete with extensive use of wood and bamboo.

The Daily Star reported that the upper floors contained guest rooms and that all rooms had reportedly been booked the night before the fire. However, the approved capacity and the number of people inside when the fire began remain unknown.

Officials said the resort lacked enough fire extinguishers and proper firefighting arrangements. The available reports do not establish whether the building had working alarms, emergency lighting or an evacuation plan. They also do not confirm whether the main staircase was the only usable exit or whether anything blocked the escape routes.

A nearby resident told The Daily Star that the staircase was close to the kitchen. He also said some people escaped by breaking windows and jumping from the building. This account raises questions about access to safe exits, but it does not prove that the resort had too few exits or that a route was blocked.

Investigators need to compare the building’s layout with its approved plans and survivors’ accounts. They must also determine which safety measures the law required and whether those measures were in place and working.

Victims and conflicting injury figures

The death toll stands at 10. Authorities faced difficulties identifying the victims because of the condition of the recovered bodies. Officials said they would compare DNA samples from the deceased with samples from relatives before handing over the remains.

As of October 19, The Daily Star reported that DNA testing had not yet confirmed the victims’ identities.

Earlier local reports named seven victims: Israt Jahan Maliha, 30; Milita Mehejabin Alvi, 23; Laila Jahan Nabila, 27; Nafista Mim, 27; Fariha Kabir, 33; Faizan Ahmed, 5; and Nasrin Akter Mukta, 28. Authorities must confirm these identities and ages before they are treated as final.

Reports also differ on the number of injured survivors. The Associated Press reported four injured people. The Business Standard said six people were taken to Cox’s Bazar Sadar Hospital. The Daily Star reported that seven people went to hospital.

According to The Daily Star, two had been discharged after initial treatment, while five remained admitted. One was in critical condition and was expected to be transferred elsewhere.

These figures may reflect different stages of the emergency response. However, the sources reviewed do not resolve the discrepancy. The latest count and medical updates need confirmation from the hospital or health authorities before publication.

Police case and investigation

Police filed a case on October 17, naming resort owner Tanvir Ahmad and manager Mohammad Sumon among the accused. The Daily Star reported that the case named four people and listed 19 others as unidentified accused. Police also said they had detained Sumon.

The original case record is needed to confirm the exact charges and legal provisions. The sources reviewed do not establish whether a court has since ruled on the case or whether the owner’s status has changed.

A five-member committee is also investigating the fire, Deputy Commissioner Mannan said. The committee’s full appointment order, terms of reference, deadline and findings were not available in the material reviewed.

It remains unclear whether the committee’s formal duties include examining the June inspection, the license issue and the authorities’ enforcement decisions. A separate inquiry may be handling those questions.

Investigators need to establish what started the fire, how it spread and which safety systems were available. They must also determine what happened after the June warning. No final finding on the cause or legal responsibility was available in the sources reviewed.

Government response and wider safety questions

The Ministry of Civil Aviation and Tourism directed the Bangladesh Tourism Board to assess the damage and help affected tourists. It also called for an emergency meeting with local officials, law-enforcement agencies and tourism-sector representatives.

The minister urged tourism businesses to train staff in fire prevention and emergency response, working with the Fire Service. These were announced measures. The sources reviewed do not show which steps had been completed by October 19.

The Business Standard reported that authorities were considering fire-risk notices for other establishments. Separately, The Daily Star reported that the Rangamati district administration ordered hotels, restaurants and resorts to improve fire safety within seven days. Officials planned enforcement drives after that deadline.

The Rangamati order applies to that district. It does not prove that authorities had completed a nationwide inspection programmed.

The fire has also raised questions about oversight along Cox’s Bazar–Teknaf Marine Drive. The Business Standard reported that around 250 establishments along the route lacked one or more required approvals from local development, fire-safety or environmental authorities.

That figure covers a wider group of businesses. It does not establish that every property had the same violations or faced the same enforcement action.

The central public-safety question is whether officials acted on the resort’s earlier warning. Investigators must establish what the rules required, whether the operator followed them and whether the building was safe to accommodate guests.

Bangladesh resort fire safety is an appropriate internal link for related Journos News coverage of public safety regulation and enforcement.

What remains unknown

As of October 19, investigators had not established the precise cause of the fire. The original June inspection report and warning notice were also unavailable for this draft. Their absence leaves key questions about the hazards identified, any repair deadline and the authorities’ response.

The injury count still needs confirmation. Authorities also need to complete the identification process for the deceased. Meanwhile, the police case requires further verification, including the exact charges, any court proceedings and the latest status of the accused.

The investigation committee’s findings were not available in the sources reviewed. It remains unclear whether the resort’s safety problems contributed directly to the deaths, whether anyone breached a specific legal duty or whether officials failed to take required enforcement action.

The June warning is an important part of the story. However, it does not by itself prove what caused the fire or establish criminal negligence. Those conclusions require the inspection records, physical and forensic evidence, the applicable safety rules and the investigators’ findings.

Prepared by Journos News using reporting from The Associated Press, The Daily Star, The Business Standard, bdnews24.com, Prothom Alo and UNB. This draft compares published accounts of the fire, the June warning, casualty figures, the police case and the investigation committee. Direct interviews with the Fire Service, police, hospital officials, the resort owner or legal representative, survivors and victims’ families have not been conducted. The original inspection report and notice, license records, police case file, court documents, hospital confirmation and committee appointment order or findings remain outstanding.
