MELBOURNE, Australia – Australian federal lawmaker Helen Haines has lost both legs after being struck twice by a vehicle in her hometown of Wangaratta, with the 65-year-old independent politician remaining in critical condition at a Melbourne hospital.

Her husband, Phil Haines, confirmed Wednesday that surgeons amputated her left leg on Monday and her right leg on Wednesday after they were unable to save it. Haines was flown by helicopter to Melbourne for treatment following the incident.

The attack has renewed scrutiny of security arrangements for Australian politicians, who are generally accessible to the public and often carry out their professional and personal activities without dedicated security details.

The developments came as Brendan Nugent, a 43-year-old man accused of running Haines down, appeared in court to face charges including intentionally causing serious injury, dangerous driving causing serious injury and causing harm to a federal official.

Police have not established a motive.

Husband Confirms Second Amputation

Phil Haines gave the family’s first public update on his wife’s condition since she was struck by a Toyota Land Cruiser SUV on Monday.

He said surgeons amputated her left leg shortly after the incident. Doctors initially attempted to save her right leg but later determined that it also had to be removed.

Despite the severity of her injuries, her husband said she was alive and stable.

He also said the family was grateful that her heart and mental faculties remained in good condition. The couple are due to celebrate their 40th wedding anniversary in November.

Haines continues to receive treatment in Melbourne as her family faces a prolonged recovery period.

Accused Driver Appears in Court

Nugent, who is from nearby Tarrawingee, appeared before Wangaratta Magistrates’ Court on Wednesday.

He faces charges of intentionally causing serious injury, dangerous driving causing serious injury and causing harm to a federal official. He did not apply for bail or enter a plea during the hearing.

The court ordered that he remain in custody until his next appearance in February.

His lawyer, Chirag Patel, told the court that Nugent had a neurological condition known as idiopathic transverse myelitis and was also suffering from a concussion. Patel raised concerns about possible mental health issues but said his client had not received a mental health diagnosis.

The lawyer did not explain how Nugent sustained the concussion.

Idiopathic transverse myelitis is a rare condition involving inflammation of the spinal cord that can disrupt nerve signals between the brain and body.

Witnesses Describe Vehicle Attack

Witnesses said the driver struck Haines with the vehicle, pinning her against her own car, before reversing and hitting her again.

The circumstances have intensified concerns about the safety of elected representatives in Australia, where politicians traditionally maintain relatively direct contact with constituents.

The alleged attack has drawn attention to the balance between protecting public officials and preserving their accessibility to the people they represent.

Police have yet to determine the motive, and the charges against Nugent remain allegations to be tested through the legal process.

Lawmakers Call for Security Review

The incident has prompted calls for a review of security arrangements for federal politicians.

Senior opposition lawmaker James Paterson said Australian parliamentarians were unusually accessible to the public by international standards, describing that openness as an important feature of the country’s political system.

He argued that attacks of this kind raised questions about whether existing arrangements adequately protected elected representatives without fundamentally changing how they engage with constituents.

Prime Minister Anthony Albanese also called for security measures to be strengthened while urging politicians to maintain public engagement.

Albanese said lawmakers remained committed to interacting openly with the public, emphasizing the importance of those relationships to Australian democracy.

The competing concerns have placed renewed focus on how authorities can improve protection for politicians without making routine public engagement more difficult.

Political Violence Raises Broader Concerns

The attack has shocked Australians because serious violence against political representatives is uncommon in the country.

Haines is an independent federal lawmaker representing the electorate of Indi in northeastern Victoria. Her injuries have brought the practical risks faced by elected officials into sharper focus, particularly in regional communities where politicians often interact directly with residents.

The case has also prompted questions about whether security arrangements should change in response to threats against public officials.

However, investigators have not established a motive for the alleged attack. It remains unclear whether the incident was politically motivated, despite concerns raised by lawmakers about political violence.

Investigation and Court Proceedings Continue

The criminal case against Nugent will proceed while Haines remains under medical care.

His next court appearance is scheduled for February, and he remains in custody following his initial hearing. He has not entered a plea to the charges described in the supplied reporting.

The investigation must establish the circumstances of the incident and any relevant motive. Until the proceedings determine the facts, the allegations against Nugent remain unproven.

For Australian lawmakers, the incident has also reopened a difficult institutional question: how to protect elected representatives while preserving the public accessibility that remains central to the country’s political culture.
