KYIV, Ukraine – Ukraine’s Prosecutor General Ruslan Kravchenko has resigned after an anti-corruption investigation reached his office, adding to a series of political and institutional pressures facing President Volodymyr Zelenskyy’s government.
Kravchenko submitted his resignation late Sept. 7, saying the decision was political and intended to prevent his position from becoming a tool in a political confrontation. He has denied wrongdoing and has not been charged or identified as a suspect in the investigation.
Zelenskyy said Sept. 8 that he would submit Kravchenko’s resignation to parliament for approval. Ukraine’s Verkhovna Rada must approve the departure of the prosecutor general.
The resignation follows an investigation by Ukraine’s National Anti-Corruption Bureau (NABU) and Specialized Anti-Corruption Prosecutor’s Office (SAPO) into allegations that officials within the prosecutor’s office helped protect a fraudulent call-center network.
Anti-corruption investigation reaches prosecutor’s office
NABU and SAPO said the investigation centers on a department manager accused of accepting bribes to protect call centers involved in fraud against Ukrainians and foreign citizens.
Investigators allege that the official recruited colleagues and associates to conceal proceeds from the scheme. They said nearly $1 million was laundered through purchases of real estate and other assets.
The agencies released images showing large amounts of cash and the seizure of a luxury vehicle as part of the investigation. A senior official connected to the case has been detained, according to reporting on the investigation.
Kravchenko has denied involvement. His resignation statement said he did not want the office of prosecutor general to become an instrument of political confrontation.
The investigation has therefore reached the leadership of an institution responsible for prosecuting corruption and other serious crimes, even though Kravchenko himself has not been accused of participating in the alleged scheme.
Zelenskyy faces another test over corruption
The resignation adds to wider political pressure on Zelenskyy’s administration as Ukraine continues its war with Russia and seeks to strengthen its institutions.
Zelenskyy said he met with Kravchenko as well as representatives of NABU and SAPO after the latest investigation. The president has faced pressure to demonstrate that Ukraine’s anti-corruption institutions can operate independently and that senior officials are subject to scrutiny.
The issue has particular significance for Ukraine’s efforts to advance toward European Union membership. Anti-corruption reforms and institutional independence remain central to Kyiv’s broader governance agenda.
The latest case has also renewed calls for changes to the way prosecutors are selected and appointed. Opposition lawmaker Andrii Osadchuk said the episode demonstrated the need for more transparent, competitive appointments within the prosecution service.
Kravchenko’s departure follows earlier tensions
Kravchenko had previously faced criticism over alleged efforts to limit the powers of NABU and SAPO, accusations he denied.
The two agencies have become central to Ukraine’s anti-corruption system and have investigated senior officials despite the political pressures created by the war.
The current investigation comes after previous corruption scandals involving senior figures in Zelenskyy’s government. Those cases have contributed to periodic leadership changes and public concern over accountability during wartime.
The political consequences of the latest investigation will depend in part on how parliament handles Kravchenko’s resignation and whether the government moves toward a more transparent process for selecting his successor.
Corruption pressure intersects with wartime politics
The resignation comes at a sensitive moment for Ukraine. Russian forces are intensifying military pressure in the east, while Kyiv is also seeking continued international military and financial support and pursuing diplomatic contacts aimed at ending the war.
For Zelenskyy’s government, the corruption investigation creates a competing institutional challenge: maintaining public confidence in state institutions while demonstrating to international partners that anti-corruption mechanisms remain effective.
Kravchenko’s departure does not establish that he participated in the alleged fraud scheme. The investigation instead centers on officials below the prosecutor general whose alleged conduct brought scrutiny to the institution he led.
Parliament’s decision on the resignation and the continuing NABU-SAPO investigation will determine the next stage of the political fallout.
