KYIV, Ukraine – Ukraine unveiled a new military leadership team Wednesday after President Volodymyr Zelenskyy dismissed the country’s commander-in-chief and several senior defense officials in a broad overhaul aimed at strengthening Kyiv’s war effort against Russia.
The leadership changes followed days of political pressure and public demonstrations that culminated in the replacement of Ukraine’s top military commanders. Zelenskyy said the new leadership has been tasked with updating the country’s defense strategy as the war with Russia continues.
The reshuffle comes as Ukraine reports continued battlefield gains this year, although tensions between senior military leaders and the former defense minister had increasingly overshadowed the government’s defense agenda.
New Commander Tasked With Military Reform
Maj. Gen. Mykhailo Drapatyi, 43, was appointed commander-in-chief of Ukraine’s armed forces, replacing Gen. Oleksandr Syrskyi.
Drapatyi belongs to a younger generation of Ukrainian military leaders whose careers have been shaped by the conflict with Russia. He first gained national recognition in 2014 after Russia seized and illegally annexed Ukraine’s Crimean Peninsula, years before Moscow launched its full-scale invasion in 2022.
Zelenskyy said Drapatyi and other senior commanders must quickly present an updated military strategy focused on:
- Reforming Ukraine’s corps command structure
- Accelerating weapons and drone deliveries
- Strengthening air defenses
- Improving military mobilization
The appointments followed a broader government reshuffle last week that also replaced Ukraine’s prime minister and several senior officials.
Kremlin Says Leadership Changes Will Not Affect the War
The Kremlin dismissed the significance of Ukraine’s military leadership changes, saying they would not alter the course of the conflict.
Kremlin spokesman Dmitry Peskov reiterated Moscow’s long-standing conditions for ending the war, including Ukraine withdrawing from four regions claimed by Russia, abandoning its NATO aspirations and significantly reducing the size of its armed forces.
Peskov also argued that the political changes reflected internal divisions within Ukraine.
“Kyiv’s regime is trembling from within. It can be seen with the naked eye,” he told reporters.
He maintained that Russian forces remain on the offensive and that the leadership overhaul would not affect operations along the approximately 1,250-kilometer (800-mile) front line.
Battlefield claims made by either side could not be independently verified.
Questions Remain Over Fedorov’s Future
Zelenskyy also met Tuesday with former Defense Minister Mykhailo Fedorov, whose dismissal last week sparked demonstrations in Kyiv and other Ukrainian cities.
The 35-year-old technology entrepreneur was widely credited with expanding Ukraine’s drone production program, which has become a central element of the country’s defense strategy.
Before leaving office, Fedorov publicly criticized Syrskyi, accusing the outgoing commander of slowing military reforms and arguing that new leadership was needed.
Supporters have continued calling for his reinstatement.
Veteran and former combat medic Dmytro Koziatynskyi, who has emerged as an informal spokesperson for protesters, said demonstrations would continue despite Syrskyi’s removal.
“It is good that the dialogue is working. At the same time, we should not forget the protesters’ second demand — to reinstate Mykhailo Fedorov as defense minister,” Koziatynskyi wrote on Threads.
Zelenskyy said he offered Fedorov another senior government position intended to coordinate Ukraine’s technology sector. It remains unclear whether Fedorov has accepted the offer.
Following his dismissal, Fedorov said he had also received offers from several international defense technology companies.
Despite their disagreements, Fedorov welcomed Drapatyi’s appointment, describing him as “a new hope in the fight of free people for freedom and justice” and “a voice for change that could not go unheard.”
Outgoing Commander Defends His Record
In a statement Wednesday, Syrskyi defended his tenure as commander-in-chief.
He said Ukrainian forces had regained 743 square kilometers (287 square miles) of territory this year and emphasized that he was leaving behind a military capable of conducting both defensive and offensive operations.
The territorial gains could not be independently verified.
Fedorov later thanked Syrskyi for leading Ukraine’s defense during several critical stages of the war, including the defense of the Kyiv region in early 2022 and the Kharkiv counteroffensive later that year.
He added that Ukraine must now “move even faster and write new chapters, correcting all previous mistakes.”
Zelenskyy also appointed Maj. Gen. Ihor Skybiuk as chief of the General Staff as part of the broader military restructuring.
Long-Range Strikes Continue
The leadership overhaul unfolded as Russia and Ukraine continued exchanging long-range attacks.
According to Russian officials and Wildberries founder Tatyana Kim, Ukrainian drones struck two warehouse complexes belonging to Russia’s largest online retailer, Wildberries, in the Krasnodar and Stavropol regions overnight.
The strikes followed Ukrainian drone attacks four days earlier on Wildberries facilities in the Moscow and Tambov regions that Russian officials said killed eight people and injured dozens.
Without naming the warehouses directly, Zelenskyy said the targeted facilities were being used to supply sanctioned components for Russian drone production and navigation equipment.
Russia also continued attacks on Ukrainian infrastructure.
Ukraine’s Air Force said Russia launched four missiles and 216 long-range strike drones overnight.
In the southern Odesa region, regional governor Oleh Kiper said a Russian drone struck a two-story apartment building, killing one woman.
The continued exchanges highlighted that, despite Kyiv’s military leadership changes and ongoing U.S.-led diplomatic efforts, there is no indication that Russia and Ukraine are any closer to reaching a negotiated settlement.
