Humanitarian Crisis Looms as Israel Restricts UNRWA With UNRWA barred, Palestinians face hardships as key services in health, food, and education are jeopardized in occupied areas.

The recent decision by Israel’s Knesset to restrict UNRWA (the United Nations Relief and Works Agency for Palestine Refugees) from operating within Israeli-controlled territories significantly limits the organization’s capacity to assist Palestinian refugees. This prohibition involves two laws: one preventing UNRWA’s operations in Israel and occupied territories and another forbidding Israeli authorities from cooperating with the agency. The outcome effectively nullifies a 1967 treaty that allowed UNRWA to support Palestinian refugees in these regions.

UNRWA has been instrumental since 1949, providing essential services like shelter, healthcare, education, and food distribution to Palestinian refugees in Gaza, the West Bank, East Jerusalem, Jordan, Lebanon, and Syria. In Gaza, it supports nearly 1.7 million refugees; in the West Bank and East Jerusalem, around 871,500 people rely on its services. This organization is uniquely focused on Palestinian refugees and is a primary provider of humanitarian aid in areas like Gaza, where it supplies healthcare, education, and food security.

Israel’s stance on UNRWA stems from concerns about the agency’s policies and alleged connections with Hamas, which Israel designates as a terrorist organization. Israeli officials argue that UNRWA’s broad definition of refugee status—extending to descendants of the original 1948 refugees—prolongs conflict and fuels a perceived right of return, which Israel does not accept. Some Israeli lawmakers have also accused UNRWA of fostering anti-Israel sentiment in its schools, though UNRWA denies these claims.

This ban has raised significant concerns internationally, with the UN, the United States, and humanitarian advocates warning that restricting UNRWA’s activities could worsen conditions in Palestinian territories. The agency’s supporters argue that it plays an irreplaceable role in providing vital resources and support to millions of Palestinians facing adversity.
