A major flash flood that struck Nepal’s Bhote Koshi river system on August 26 continues to drive a large-scale search, rescue and relief operation across Rasuwa and downstream districts.

The Government of Nepal says security and disaster-management agencies remain fully mobilized, while authorities continue monitoring river systems and possible secondary flooding. The latest NDRRMA assessment reported 579 recovered bodies and 1,924 people still missing as of 19:00 Nepal Standard Time on August 28.

The government has also begun infrastructure assessments and restoration work while maintaining air operations to reach communities affected by destroyed roads and bridges.

13:15 UTC — Missing-Person Figure Rises to 1,924

The latest NDRRMA assessment increased the number of people listed as missing to 1,924.

The figure includes local residents and people associated with hydropower projects, tourism and other activities in the affected river corridors. Because the missing-person list is still being reconciled, the figure remains subject to further revision.

14:00 UTC — Government Continues Large-Scale Rescue Operations

Prime Minister Balendra Shah reported that 4,451 survivors had been rescued, including 191 people who were brought out of a hydropower tunnel.

The Government of Nepal reported that Rasuwa had been reconnected to the national road network following the destruction of road infrastructure during the August 26 flood.

The restored route runs through Bogatitar, Kalikasthan and Dhunche, reconnecting the district with Kathmandu through an alternate route.

17:00 UTC — Government Begins Detailed Damage Assessment

The government said 15 technical teams had been established to assess damage to roads, bridges, electricity, drinking water, telecommunications, hydropower and other infrastructure.

The assessment is intended to establish the scale of damage and inform rehabilitation and reconstruction requirements.

The Prime Minister said authorities issued an early warning over possible renewed flooding in the Bhote Koshi and lower basin.

More than 200,000 people received SMS warning messages, while authorities continued monitoring river conditions and advised people in high-risk locations to move to safer areas.

19:00 UTC — Telecommunications Restoration Continues

The government reported that 82 of 120 Nepal Telecom sites and 63 of 78 Ncell sites affected by the disaster had resumed service.

The Asian Development Bank announced a US$5 million emergency grant to support urgent rescue and relief operations following the flooding and debris flows along the Bhote Koshi and Trishuli systems.

The funding is intended for areas including food, safe water, shelter, medical supplies, sanitation, debris clearance, emergency stabilization and logistical support.

23:00 UTC — Humanitarian Needs Remain Extensive

The United Nations said the response remained focused on saving lives, reaching isolated communities and addressing urgent humanitarian needs.

IFRC estimated that around 93,000 people may have been affected, while UNICEF reported that at least 17,000 children were in urgent need of humanitarian assistance.

00:00 UTC — Secondary Flood Risk Remains a Major Concern

Authorities continued monitoring upstream lakes and river conditions after debris created temporary water bodies in the high mountain region.

The UN, IFRC and Nepalese authorities identified secondary flooding as one of the principal continuing risks. Rescue operations have been affected by concerns over changing water levels.

01:00 UTC — Rescue Operations Continue Amid Flood Risk

Search and rescue teams continued operating while authorities maintained heightened vigilance over the Bhote Koshi and downstream river system.

Earlier on August 28, rescue operations were temporarily suspended after an upstream lake began overflowing, demonstrating the continuing operational risk faced by rescue personnel.

Emergency Response

The Government of Nepal remains in the lead for search, rescue, evacuation, medical assistance and relief operations. Security agencies, disaster-management authorities, local governments and health services have been mobilized across affected areas.

The Nepal Army has continued air and ground rescue operations, while the Nepal Red Cross and international humanitarian organizations are providing emergency assistance. IFRC has released emergency funding and UNICEF has pre-positioned hygiene and other supplies for affected communities.

Humanitarian Situation

UN agencies reported that roads, bridges, electricity, telecommunications, health facilities and other essential infrastructure were damaged.

WHO reported that six health facilities had been damaged, including four fully damaged facilities in Rasuwa and two partially damaged facilities in Dhading. Eight health workers were also reported missing in the UN briefing.

UNICEF reported that at least 17,000 children require urgent humanitarian assistance and said it was working with the Government of Nepal and partners to provide health, sanitation, protection and other emergency support.

Scientific Assessment

ICIMOD reported that the August 26 flood sent a powerful surge of water, sediment and boulders through the Bhote Koshi and Trishuli river systems.

The organization identified a possible high-altitude ice-rock avalanche as part of the investigation into the event’s origin. The scientific explanation should remain attributed until Nepalese authorities or competent scientific institutions establish the final cause.

Background

The August 26 disaster began in the Bhote Koshi river system near Nepal’s northern border before the flood moved downstream through the Trishuli system.

The event caused extensive destruction in Rasuwa and downstream districts, including damage to roads, bridges, hydropower facilities, homes and public services.
