BOGOTÁ, Colombia – Colombian security forces have captured Luis Saúl Pérez Nieto, known as “Páez” or “Nairobi,” a suspected senior figure in the Venezuelan criminal organization Tren de Aragua. U.S. authorities want him extradited over allegations that include terrorism, money laundering and drug trafficking.
Colombian President Abelardo de la Espriella announced the arrest on August 27. He said security forces detained Pérez Nieto in Fontibón, Bogotá. Colombian authorities describe him as a principal Tren de Aragua leader in Peru and a close associate of the group’s founder, Héctor Guerrero Flores, known as “Niño Guerrero.”
The arrest comes as Colombia and the United States strengthen cooperation against transnational organized crime. Extraditions, counter-narcotics operations and efforts to disrupt criminal networks have become key parts of that security relationship.
Suspect Identified as Senior Tren de Aragua Figure
Colombian authorities allege that Pérez Nieto held a senior position in Tren de Aragua’s regional network.
De la Espriella said investigators believe he coordinated extortion, international arms trafficking, targeted killings and drug trafficking along routes through South and Central America.
The U.S. Drug Enforcement Administration also identified the suspect as Luis Páez Nieto. The agency said U.S. authorities are seeking his extradition. The allegations against him have not been established through a criminal conviction.
Tren de Aragua originated in Venezuela but has expanded beyond the country. Authorities in Latin America have linked factions or members of the group to drug trafficking, extortion, weapons trafficking, kidnapping and killings.
Bogotá Arrest Connects to U.S. Case
Pérez Nieto was captured in Bogotá rather than at a border crossing. Colombia’s presidency said security forces carried out the operation in Fontibón and released an image of the suspect after his arrest.
The U.S. Southern Command welcomed the capture and described it as an example of stronger security cooperation between Washington and Bogotá. The command has also worked with Colombia and Ecuador on efforts targeting criminal organizations operating across the region.
The case shows how Colombian law-enforcement operations can support U.S. investigations into criminal networks that operate across national borders.
Extraditions Gain Greater Importance
The arrest follows a broader effort by Colombia’s new government to work more closely with foreign authorities against transnational criminal organizations.
On August 26, De la Espriella said he had authorized the extradition of five Colombian nationals wanted by U.S. authorities. The Colombian government said the decisions showed its commitment to international cooperation against organized crime.
The Colombian presidency also said De la Espriella had signed more than 30 extraditions during his first 16 days in office. Extradition and cooperation with foreign justice systems have become central parts of the government’s security strategy.
Colombia Broadens Security Operations
Pérez Nieto’s capture is part of a wider security campaign announced by the Colombian government.
The presidency said security forces had captured 1,574 alleged narcotics traffickers during the government’s first 15 days. Authorities also reported seizing more than 12 tons of cocaine, along with marijuana and coca base, and destroying or disabling 162 drug-production facilities.
The government has also launched operations targeting the National Liberation Army, known as the ELN, the Clan del Golfo and dissident factions of the Revolutionary Armed Forces of Colombia.
De la Espriella has made territorial control, arrests and extraditions key elements of his stated strategy for putting pressure on armed and criminal organizations.
Tren de Aragua Poses a Regional Challenge
The alleged role of Pérez Nieto in Tren de Aragua’s regional network highlights the wider challenge posed by criminal groups operating across borders.
Authorities across Latin America have linked Tren de Aragua factions or members to drug trafficking, extortion, weapons trafficking, kidnapping and killings. Criminal networks using the organization’s name can differ from country to country, adding challenges for cross-border investigations.
For Colombia, the case underscores efforts to stop foreign criminal organizations from establishing lasting bases inside the country. For the United States, it offers a route to pursue a suspect wanted over alleged offenses with an international dimension.
Extradition Process Remains Ahead
The next major issue is whether Pérez Nieto will be transferred to the United States.
The Colombian government has not provided a completed timetable for his extradition in the official announcement reviewed for this report. His capture does not establish guilt, and any U.S. extradition request would remain subject to the applicable judicial process.
For that reason, Pérez Nieto should be described as a suspect and alleged criminal leader, rather than as someone judicially found to have committed the offenses attributed to him.
The case comes as Colombia expands security cooperation with Washington and continues operations against criminal organizations with regional networks. The outcome of any extradition proceedings will determine whether Pérez Nieto faces the U.S. allegations in American courts.
