Hezbollah to Compensate Families Whose Homes Were Destroyed in Lebanon War

The group announced payments of up to $14,000 for eligible families in Beirut and its southern suburbs, with smaller amounts for households elsewhere in Lebanon and assistance distributed over one year.

BEIRUT, Lebanon – Hezbollah has announced a housing-assistance program offering up to $14,000 to eligible families whose homes were destroyed or rendered uninhabitable during the wars with Israel, with payments varying according to location and housing circumstances.

Ali Daamoush, head of Hezbollah’s Executive Council, announced the program, called “Promise and Commitment,” at a news conference in Beirut’s southern suburbs on October 13. The initiative covers people affected by Israeli military operations in September 2024 and March 2026, according to an account of the announcement published by the Municipal Action Association.

Under the plan, eligible families in Beirut and its southern suburbs can receive up to $14,000, while those in other parts of Lebanon can receive up to $12,000.

The assistance comprises $8,000 for furniture and a rental allowance of up to $6,000 for families in Beirut and its southern suburbs. Elsewhere in the country, the rental allowance is capped at $4,000.

Payments are scheduled in four instalments over 12 months. The first instalment will be $3,500 for eligible families in Beirut and its southern suburbs and $3,000 for those in other areas.

The announcement did not specify the total funding allocated to the program or the number of households expected to receive assistance.

Eligibility and payment arrangements

The program covers homes that have been completely destroyed, properties rendered uninhabitable, and residential units in buildings designated for demolition following technical assessments. It also includes families displaced from Israeli-occupied border areas or nearby locations, regardless of the extent of damage to their homes.

Eligibility is restricted to families who used the affected property as their permanent residence and do not have an alternative home, according to the published account of Daamoush’s announcement. Summer homes and abandoned properties are excluded under the criteria reported by Reuters.

Assessment committees in Beirut, southern Lebanon and the Bekaa Valley are expected to identify eligible properties using a standardized form prepared by the company Maamar. The company will compile beneficiary lists, which will be forwarded with payment instruments to the relevant areas for distribution.

The announcement did not establish when the first payments would be delivered. The program’s stated schedule and eligibility criteria therefore should not be taken as confirmation that individual households have received or will receive funds.

Funding questions and government responsibility

The compensation announcement comes amid questions over Hezbollah’s capacity to finance assistance for displaced families as the group faces pressure on its financial networks.

A report published by Reuters on October 13 said two people with direct knowledge of a transfer had indicated that Hezbollah received $200 million from Iran to help displaced Lebanese families. The United States disputed the report’s account of Iran’s ability to provide the money. Daamoush declined to comment on the reported transfer or disclose the total funding available for the housing program.

The available information does not independently establish the source of the program’s funding or whether sufficient money has been secured to cover all eligible households.

Daamoush also criticized the Lebanese government for not launching a direct assistance program for affected homeowners. He called on the government to provide the necessary funding and establish mechanisms to assess property damage and calculate compensation.

He said Hezbollah’s initiative did not replace the state’s responsibility for sheltering displaced people and supporting reconstruction.

The program represents a new announced commitment to families affected by the conflict, but its practical reach will depend on the eligibility assessments, available funding and implementation of the payment arrangements.
