Merz Visits Kyiv as Russia Intensifies Attacks on Ukrainian Cities

Germany prepares €1.35 billion in military and energy support as Berlin and Kyiv deepen drone and long-range weapons cooperation.

KYIV, Ukraine – German Chancellor Friedrich Merz arrived in Kyiv on Oct. 4 for an unannounced visit as Russia continued a series of attacks on Ukrainian cities and infrastructure, with Germany preparing additional military and energy assistance and deeper defense cooperation with Ukraine.

Merz traveled with Economy and Energy Minister Katherina Reiche and a delegation that included executives from German defense and energy companies. The visit is intended to demonstrate continued German support as Ukraine approaches another winter of war.

The German chancellor said Ukraine needed Germany’s support in the coming weeks and warned that if Russia is not stopped, its war machine could eventually turn against Germany. That statement represents Merz’s assessment of the security risk rather than a prediction that Russia will attack Germany.

Germany Prepares €1.35 Billion Support Package

German government officials said Merz would announce measures involving €1 billion in military assistance and €350 million for repairs to Ukraine’s energy infrastructure. Together, the measures amount to €1.35 billion.

The reporting available on Oct. 4 describes the €1 billion as a release for military support and the €350 million as funding for energy-sector repairs. The available information does not establish that the entire amount represents a newly appropriated budget outside previously authorized German support.

Germany has already provided substantial military, financial and civilian assistance to Ukraine. The German government said in August that it had provided or committed around €57.6 billion in military support since Russia’s full-scale invasion began, alongside more than €43.3 billion in bilateral civilian assistance.

Energy infrastructure is a particular focus of German assistance. Berlin says it has funded repairs and maintenance for electricity and heating facilities and has supported efforts to strengthen Ukraine’s air defenses around critical energy infrastructure.

Drone Cooperation Moves to Production

The visit also centers on expanded German-Ukrainian defense-industrial cooperation.

Merz is expected to finalize an agreement covering joint production of several types of drones and related weapons technology. The cooperation includes interceptor drones designed to counter Russian high-speed attack drones.

German and Ukrainian companies have already established industrial links in this area. German defense-technology company Quantum Systems and Ukrainian manufacturer WIY Drones announced the creation of Quantum WIY Industries in April to produce the Strila interceptor drone and related air-defense technologies.

The developing agreement is also expected to accelerate production of longer-range weapons. German government sources cited in current reporting said cooperation could include weapons with ranges exceeding 1,000 kilometers.

Such systems could give Ukraine additional capacity to strike military and logistical targets at long distances. Their development does not mean Germany is directly entering the war; the cooperation concerns weapons production and military assistance for Ukraine.

Thousands of Interceptor Drones

German government sources have indicated that Ukraine could receive thousands of interceptor drones intended to counter Russian jet-powered attack drones.

The need has grown as Russia has increasingly used faster drones against Ukrainian targets. German reporting describes the interceptor program as an effort to strengthen Ukraine’s air defense while reducing reliance on more expensive traditional air-defense missiles.

The exact delivery schedule and final number of systems were not fully established in the available official material on the morning of the visit. JournosNews therefore does not treat a specific delivery timetable as confirmed unless formally announced by the German or Ukrainian governments.

Kyiv Comes Under Another Attack

Merz arrived as Kyiv continued to deal with repeated attacks on major infrastructure.

Kyiv city authorities said a Russian strike on Oct. 4 hit the road surface of the Northern Bridge. The attack also damaged a heating main, temporarily affecting hot-water service in part of the Desnianskyi district. Several public-transport routes were changed, with buses redirected through the Darnytskyi Bridge.

The Northern Bridge had also been struck the previous day, when the road surface and trolleybus overhead network were damaged. Two people were reported injured in that attack.

The latest damage follows earlier strikes on Kyiv’s Southern, Metro and Paton bridges. The repeated attacks have disrupted transportation across the Dnipro River and added pressure to the capital’s infrastructure.

Kyiv authorities’ reports establish the damage and disruption. They do not independently establish the Russian military’s intended purpose for each strike.

Russia Warns Foreign Visitors

The German visit also took place against warnings from Moscow.

Russia’s Foreign Ministry warned foreign diplomats and other visitors against traveling to Kyiv, particularly government and military facilities, according to current reporting. Moscow said responsibility for negative consequences would rest with those who ignored its warning.

The ministry described Russian strikes as responses to what it called Ukrainian attacks on Russian civilian infrastructure.

Russia’s characterization of its strikes remains disputed by Ukraine and Western governments. The current evidence establishes the occurrence and effects of individual attacks but does not independently resolve the competing claims over Russian targeting policy.

Merz Frames Support as German Security Policy

Merz has increasingly linked support for Ukraine to Germany’s own security.

On arriving in Kyiv, he said that if Russia is not stopped, its war machine could eventually turn against Germany. He also said Germany’s support for Ukraine was in its own interest.

Germany’s government has previously described Ukraine’s security as directly connected to Germany’s security. Berlin has also increased its focus on European defense production, air defense and long-range weapons as the war continues.

The German position does not amount to a declaration that Germany is entering the conflict as a combatant. Berlin’s role remains centered on military assistance, industrial cooperation, training and financial and energy support.

A Deeper Defense Partnership

Merz’s visit therefore combines immediate assistance with longer-term defense cooperation.

The immediate package includes military support and energy repairs. The broader partnership involves joint production of drones and potentially longer-range weapons, with German and Ukrainian companies becoming more closely integrated.

Ukraine has also emphasized the importance of German air-defense support as Russia continues attacks against cities and infrastructure. In September, Zelenskiy said Germany was preparing additional air-defense assistance and that teams were finalizing the broader drone agreement.

The partnership is developing while Russia continues its air campaign and Ukraine seeks additional means to defend its cities and strike military targets at greater distances.

For Germany, the visit signals that support for Ukraine remains a central element of its European security policy. For Ukraine, the immediate priorities are additional air defense, protection of energy infrastructure and expanded domestic and European weapons production ahead of winter.
