A Democratic congressional report alleges donors intended to support the bipartisan America250 commission were redirected to a separate Trump-backed organization, while Freedom 250 rejects the claims as politically motivated.
House Democrats have accused fundraisers connected to President Donald Trump of potentially misleading donors by redirecting contributions intended for the nation’s official 250th anniversary celebrations to a separate organization aligned with the Trump administration.
The allegations appear in a report released Thursday by Democratic staff members of the House Committee on Natural Resources, which claims some fundraising practices may have violated federal law if donors were intentionally misled about where their money was being sent.
According to the report, individuals and organizations seeking to donate to America250—the bipartisan nonprofit established by Congress to help organize celebrations marking the 250th anniversary of the signing of the Declaration of Independence—were allegedly provided banking information for a similarly named organization, Freedom 250.
Democratic investigators argue that Freedom 250 was established by the Trump administration to promote what the report describes as a partisan and Trump-focused vision of the anniversary celebrations, rather than the bipartisan mission envisioned by Congress.
Democrats Raise Fraud and Transparency Concerns
The report draws partly on interviews conducted by Democratic committee staff with donors and other individuals familiar with the fundraising efforts.
According to the findings, some donors believed they were financially supporting America250 but instead transferred funds to accounts controlled by Freedom 250. Democrats argue that, if proven, such actions could constitute wire fraud and potentially violate other criminal statutes.
Rep. Jared Huffman, the ranking Democrat on the House Natural Resources Committee, criticized what he described as the politicization of the nation’s semiquincentennial celebration.
“The American people are the big losers in this,” Huffman said. Reflecting on the United States Bicentennial celebration in 1976, he argued that the anniversary had previously served as a bipartisan national event rather than a politically driven one.
The White House did not immediately respond to a request for comment.
Freedom 250 Rejects the Allegations
Freedom 250 strongly denied the report’s conclusions.
Spokesperson Danielle Alvarez described the Democratic investigation as “categorically false” and dismissed it as a partisan effort to undermine preparations for America’s 250th birthday.
She said Freedom 250 remains focused on organizing nationwide celebrations intended to unite Americans and would not be distracted by political criticism.
The organization has promoted several high-profile events in Washington, including plans for a Great American State Fair, a major Independence Day celebration featuring a speech by President Trump, and other large-scale public events tied to the anniversary.
Report Details Creation of Rival Organization
The Democratic report outlines a broader dispute over control of the official anniversary planning process.
America250 serves as the nonprofit arm of the U.S. Semiquincentennial Commission, which Congress established in 2016 to coordinate national commemorations for the country’s 250th anniversary.
According to Democrats, after disagreements between America250 leadership and the Trump administration, Freedom 250 was created last year as a limited liability company operating under the National Park Foundation, the fundraising partner of the National Park Service.
The report states that Freedom 250 is led by CEO Keith Krach, a businessman and former State Department official who served during Trump’s first administration.
Democrats argue that the organization’s corporate structure allows it to operate with less public transparency than federally controlled entities that typically manage taxpayer funds.
Questions Raised Over Federal Funding
The report also questions how federal funding appropriated for anniversary celebrations has been distributed.
Congress approved $150 million for the Department of the Interior to support events commemorating the nation’s 250th anniversary. According to the Democratic report, America250 expected to receive $100 million from that appropriation but has so far obtained only $25 million.
Huffman said lawmakers overseeing the issue have been unable to determine how much federal funding may have been redirected to Freedom 250.
Allegations Involving Foreign and Corporate Fundraising
Democrats further allege that Freedom 250 officials sought financial support from foreign government representatives and international business leaders during the World Economic Forum in Davos, Switzerland, earlier this year.
The report claims that some U.S. ambassadors and State Department officials also participated in fundraising efforts overseas on behalf of the organization.
Freedom 250 denied accepting foreign donations, and CEO Keith Krach did not respond to requests for comment.
The report additionally notes that publicly identified corporate sponsors include defense contractors, energy companies, and technology firms that maintain federal contracts or have regulatory matters before the U.S. government.
Democrats argue this could create the appearance of conflicts of interest, although the report does not present evidence that any favorable government treatment was provided in exchange for donations.
Fundraising Practices Under Scrutiny
The report also focuses on fundraising activities involving Meredith O’Rourke, who served as national finance director for Trump’s 2024 presidential campaign.
According to Democratic investigators, O’Rourke’s consulting firm, Forward Strategies, previously worked with America250 before Freedom 250 was established.
The report alleges that some corporate donors were encouraged to withdraw pledges to America250 and instead contribute to Freedom 250.
Democrats also interviewed donors who said they believed they were supporting America250 but received wire transfer instructions directing funds to Freedom 250 accounts. Investigators argue that these allegations warrant further examination.
O’Rourke did not respond to requests for comment.
