BAGHDAD, Iraq – Iraq has devalued the dinar, raising the official exchange rate for the U.S. dollar as disruptions to oil shipments through the Strait of Hormuz put pressure on the country’s finances.

The Central Bank of Iraq said Wednesday that the new exchange-rate structure took effect on Oct. 7.

The bank will buy dollars from the Finance Ministry at 1,500 dinars per dollar. It will sell dollars to banks at 1,510 dinars and to the public at 1,520 dinars.

The previous public rate was about 1,320 dinars per dollar. The change therefore represents a significant official weakening of the currency.

The Central Bank said its foreign-currency reserves remain sufficient to meet demand for trade financing, overseas card settlements and cash sales to travelers.

Oil Disruptions Drive Fiscal Pressure

The currency decision comes as Iraq struggles to maintain oil exports during the disruption around the Strait of Hormuz.

Oil is the main source of revenue for the Iraqi state. Disruptions to Gulf shipping have forced Iraq to seek alternative ways to move crude and maintain export income.

Iraq’s Oil Ministry said average crude exports reached about 2.6 million barrels per day during September through the date of its latest assessment. The ministry described maintaining those volumes as a significant effort under conditions that included the continued closure of the Strait of Hormuz.

Earlier export data showed how sharply flows had been affected. Iraq exported about 2.34 million barrels per day in August, compared with more than 3.6 million barrels per day before the war.

Iraq has also worked to use alternative transport routes as it tries to keep oil moving despite the disruption.

A Weaker Dinar Raises Government Revenue in Local Currency

The devaluation changes the amount of Iraqi currency the government receives when it converts dollar oil revenues.

At the new rate, each dollar of oil revenue produces more dinars for the state.

That can help the government meet dinar-denominated spending obligations while dollar oil income is under pressure.

The decision also comes as Iraq faces wider budget constraints. Finance Ministry data show the government continues to rely heavily on oil and mineral revenues in its budget accounts.

The currency change therefore serves as a fiscal measure as well as an exchange-rate adjustment.

Import Costs and Household Pressure

The weaker official rate also makes imported goods more expensive when measured in dinars.

That matters because businesses and consumers that need dollars must now pay more dinars for the same amount of foreign currency.

The gap between the official rate and the parallel market adds another layer of pressure.

On Wednesday, the dollar traded above 1,700 dinars in Iraq’s parallel market, substantially higher than the new official public rate. Exchange rates also differed between Baghdad, Erbil and Basra.

The market gap means the official adjustment does not fully describe the dinar’s effective market value.

Iraq Tries to Keep Oil Revenue Flowing

The government is trying to preserve oil exports while shipping through the region remains disrupted.

Iraq has used alternative export arrangements and has also sought to maintain access through the Strait of Hormuz when possible. The state-owned Oil Tanker Company said earlier this month that it had transported 2 million barrels of Iraqi crude through the strait aboard a very large crude carrier.

The measures reflect the central problem facing Baghdad: oil remains the foundation of government finances, but the routes used to sell that oil are exposed to regional conflict and shipping risks.

The dinar adjustment gives the government more local currency for each dollar of oil income. At the same time, it increases the cost of imports and can reduce household purchasing power.

The Central Bank said the new exchange rates are intended to meet the state’s financial and economic requirements and stressed that its foreign reserves remain adequate.

Iraq’s currency move shows how the disruption of regional energy shipping is now reaching directly into domestic economic policy, with effects on government finances, businesses and consumers.

HONG KONG – Global equity markets delivered a mixed performance on Monday, with Asian benchmarks diverging as Japan and South Korea extended record-setting rallies driven by artificial intelligence optimism, while oil prices eased amid signs of progress in U.S.–Iran negotiations, according to market data and diplomatic updates reported from Hong Kong and international trading sessions.

The benchmark Nikkei 225 surged 1.6% to a record close of 72,353.96, while South Korea’s KOSPI rose 0.7% to 9,114.55, also marking an all-time high. Both indexes have climbed sharply in recent months, supported by sustained investor enthusiasm for AI-related technology stocks.

U.S. futures traded lower, reflecting cautious sentiment as markets weighed geopolitical developments alongside upcoming inflation data, including the Federal Reserve’s preferred personal consumption expenditures (PCE) index due later this week.

Technology and AI Drive Japan and Korea to New Peaks

In Tokyo, gains were led by technology and semiconductor-linked companies as investors continued to position for long-term AI demand.

SoftBank Group rose 1.9%, while chip equipment maker Tokyo Electron advanced 3.2%.

In Seoul, memory chip producer SK Hynix jumped 5.6%, reinforcing the sector-wide momentum across AI-linked supply chains.

The Nikkei 225 and Kospi have both recorded extraordinary gains over the past six months, rising more than 40% and 120% respectively, underscoring the scale of the technology-driven rally.

Neil Newman, managing director and head of strategy at Astris Advisory Japan, said market conditions remained strong but warned valuations were becoming stretched. “We’re seeing another strong market today,” he noted, adding that the Japanese market is “probably getting a little stretched” given geopolitical risks in the Middle East.

Regional Markets Show Mixed Performance

Elsewhere in Asia, performance was uneven. Hong Kong’s Hong Kong Hang Seng Index slipped 0.6% to 23,785.50, while mainland China’s Shanghai Composite Index gained 1.8% to 4,163.10.

Australia’s S&P/ASX 200 edged down 0.1% to 8,816.10, while Taiwan’s Taiwan Taiex rose 2.8%. India’s Sensex added 0.4%.

The divergence highlighted investor sensitivity to both global technology momentum and geopolitical risk factors.

Oil Prices Ease on Iran Negotiation Optimism

Energy markets moved lower as diplomatic discussions between the United States and Iran showed early signs of progress.

Brent crude, the international benchmark, declined 1.1% to $79.70 per barrel, easing from higher levels seen during recent geopolitical tensions.

High-level talks held in Switzerland between U.S. and Iranian representatives concluded early Monday, with technical discussions expected to continue through the week. Mediators Qatar and Pakistan described the negotiations as showing “encouraging progress.”

However, uncertainty remains over energy supply routes. Iranian authorities stated the Strait of Hormuz was closed again over the weekend, while U.S. officials indicated that maritime traffic had continued. The conflicting accounts underscore ongoing risks to one of the world’s most critical oil shipping corridors.

ING commodities strategists Warren Patterson and Ewa Manthey warned that “moving towards a more permanent deal will be challenging, with very real risks of a flare-up in hostilities.”

Thomas Mathews, head of Markets Asia Pacific at Capital Economics, said energy flows were likely to recover only gradually, noting that attention is now focused on how quickly tanker traffic returns to the region.

Currency and U.S. Economic Focus

In foreign exchange markets, the U.S. dollar strengthened to 161.76 Japanese yen from 161.22 yen, while the euro eased to $1.1445 from $1.1473.

Investors are also awaiting the upcoming release of the U.S. PCE inflation index, a key indicator for Federal Reserve policy expectations, which is expected to shape broader risk sentiment across global markets later in the week.

The recent weakening of the U.S. dollar is contributing to higher consumer costs, as rising import prices filter through supply chains and into household expenses. Market data and economic analysis indicate that currency depreciation is amplifying inflationary pressures at a time when policymakers are closely monitoring price stability.

The shift in the dollar’s value has implications across sectors, particularly for goods heavily reliant on imports, including energy, food, and consumer products. Economists note that while exchange-rate movements are often gradual, their cumulative impact on purchasing power can be significant.

Currency Movement and Cost Transmission

The U.S. dollar has declined against a basket of major currencies in recent months, according to data compiled by Bloomberg. A weaker dollar increases the cost of imported goods, as U.S. buyers must spend more to purchase foreign products priced in stronger currencies.

According to analysis cited by Reuters, businesses facing higher import costs often pass those increases on to consumers, contributing to broader inflation trends. This dynamic is particularly visible in sectors such as retail and manufacturing, where global supply chains play a central role.

Energy markets also reflect this pattern. Oil, which is globally traded in dollars, becomes more expensive domestically when the currency weakens, even if global benchmark prices remain stable.

Impact on Households and Inflation Metrics

Consumer prices are affected unevenly, with imported goods experiencing more immediate cost increases. Data from the U.S. Bureau of Labor Statistics indicates that categories such as apparel, electronics, and certain food items are especially sensitive to exchange-rate fluctuations.

Economists interviewed by the Financial Times noted that currency-driven inflation can complicate central bank policy, as it operates independently of domestic demand conditions. While interest rate adjustments can influence borrowing and spending, they do not directly control exchange-rate movements.

The effect is often described as “imported inflation,” where external currency dynamics contribute to domestic price increases. This can reduce real household purchasing power, particularly in lower-income segments where a higher share of income is spent on goods.

Corporate and Market Implications

For corporations, a weaker dollar presents mixed outcomes. Export-oriented companies may benefit from improved competitiveness abroad, as their goods become cheaper in foreign markets. However, firms reliant on imported inputs face rising costs, which can pressure margins.

Corporate disclosures reported by The Wall Street Journal indicate that several multinational firms have flagged currency headwinds in recent earnings guidance. Exchange-rate volatility is increasingly being cited as a factor affecting cost structures and pricing strategies.

Market participants are also monitoring currency movements as part of broader macroeconomic signals. Analysts note that sustained dollar weakness can influence capital flows, commodity pricing, and global trade balances.

Policy and Strategic Outlook

The Federal Reserve does not target exchange rates directly, but currency trends remain relevant to its broader inflation mandate. According to central bank communications, policymakers are assessing multiple inflation drivers, including global supply conditions and currency fluctuations.

Looking ahead, economists suggest that the persistence of dollar weakness will depend on factors such as interest rate differentials, global economic growth, and investor sentiment. Any prolonged depreciation could reinforce inflationary pressures, particularly if combined with supply-side constraints.

While currency movements are only one component of the inflation equation, their role in shaping import costs underscores the interconnected nature of global economic dynamics.

Investors hope for a less aggressive tariff stance from incoming U.S. President-elect Donald Trump.

Mixed performance in Chinese equities and inflation data due from the Euro zone.

Asian shares saw a positive boost on Tuesday, following a favorable lead from Wall Street and growing investor optimism that incoming U.S. President-elect Donald Trump may soften his tariff policies. This shift in expectations followed a Washington Post report indicating that Trump aides were exploring a new tariff plan that would target only specific sectors deemed crucial to national or economic security. This development marked a potential departure from Trump’s tough trade stance during his 2024 presidential campaign.

Trump’s Tariff Plans Raise Investor Hopes

The news initially sent global markets rallying, with the dollar falling. However, Trump’s denial of the report on his Truth Social platform later reversed some of the dollar’s losses.

“No one really knows for sure what kind of tariffs or trade policies the Trump administration will implement,” said Khoon Goh, head of Asia research at ANZ. “It’s possible that what the Washington Post reported is true, but ultimately, it’s up to Trump to decide.”

Trump’s earlier rhetoric on tariffs has made markets cautious, but Goh noted that Trump has shown flexibility in his approach to trade during his first term, which helps ease market concerns.

Asian Market Performance

MSCI’s Asia-Pacific Index (excluding Japan) rose 0.16% in the early session.

Japan’s Nikkei jumped 2%, fueled by a rally in technology stocks.

Chinese Equities: The CSI300 index turned positive, rising 0.12%, while the Shanghai Composite Index dipped 0.09%.

Hong Kong’s Hang Seng Index fell 0.43%.

China’s stock exchanges took measures to calm the markets, with large mutual funds instructed to restrict stock selling in early January. These actions come as authorities aim to stabilize the economy as the country faces challenges.

Euro Zone Inflation Data and Global Economic Outlook

Markets are closely watching inflation figures from the Euro zone, which will be released later on Tuesday. These figures will provide clearer insights into the European Central Bank’s future rate cuts. For now, markets anticipate slightly less than 100 basis points of easing for 2025.

U.S. Economic Data in Focus

The upcoming U.S. economic data is set to drive market expectations. This week’s major releases include the December nonfarm payrolls report on Friday, alongside data on ADP hiring, job openings, and weekly jobless claims.

If these reports are stronger than expected, it could reinforce the case for fewer rate cuts from the Federal Reserve. Markets have already adjusted expectations to just 40 basis points for 2025.

Additionally, minutes from the Fed’s last meeting will be released on Wednesday, providing more insight into their future monetary policy.

U.S. Treasury Yields and Currency Moves

The U.S. Treasury yields remained firm, with the 10-year yield at 4.6219%, following its highest level since May. The two-year yield stood at 4.2704%.

The dollar was near a one-week low at 108.36.

The euro and sterling each pared gains after the tariff news, trading at $1.0377 and $1.25085, respectively.

The dollar reached a six-month high against the Japanese yen, at 158.425.

The Canadian dollar eased slightly, trading at 1.4345 per U.S. dollar.

Thierry Wizman, global FX and rates strategist at Macquarie, noted that the Canadian dollar could appreciate if a Conservative-led government were to emerge from an early election in Canada.

Commodity Markets

Oil Prices: Brent crude fell 0.37% to $76.02 per barrel, while U.S. crude eased 0.46% to $73.22 per barrel.

Gold: Spot gold rose 0.18%, reaching $2,640.49 an ounce, supported by global economic uncertainty.
