The trial over the 2023 Tempe rail collision in Greece has formally begun, with 57 fatalities—many of them university students—placing renewed focus on long-standing infrastructure and safety deficiencies. The case involves 36 defendants, including rail operators, infrastructure managers, and government officials, and is expected to run for up to two years.

The February 2023 incident, one of the deadliest rail accidents in Europe in recent years, occurred when a passenger train was mistakenly routed onto the same track as an oncoming freight service. Investigators found that the collision was exacerbated by non-operational signaling systems and gaps in staffing and maintenance, raising concerns about systemic failures across the national rail network.

Safety and Compliance Failures

Preliminary findings indicate that the network lacked functioning automated signaling systems in key sections, forcing reliance on manual routing decisions. According to investigators, this created a high-risk operating environment, particularly on busy intercity corridors.

Officials also cited delayed implementation of EU-backed rail safety upgrades, including digital traffic control systems. Industry analysts note that infrastructure modernization projects had faced repeated postponements due to funding constraints and administrative delays.

Regulatory Context and Accountability

The defendants include station masters, supervisory personnel, senior officials from the transport ministry, and executives linked to Hellenic Train, the Italian-owned rail operator responsible for passenger services. Most face charges related to endangering public transport safety.

Parallel investigations are underway, including a parliamentary inquiry into political accountability. Critics have argued that responsibility extends beyond operational staff to include regulatory oversight failures and policy-level delays in safety investments.

Infrastructure and Systemic Gaps

The Tempe crash exposed structural weaknesses in Greece’s rail infrastructure, particularly in signaling and traffic management systems. Compared with other European Union networks, Greece has lagged in deploying integrated digital rail control systems, which are considered standard for reducing collision risk.

Transport policy experts note that fragmented responsibilities between infrastructure managers and service operators may have contributed to coordination failures. The incident has since prompted renewed calls for centralized oversight and accelerated modernization programs.
