										<content:encoded><![CDATA[<p data-start="272" data-end="579"><strong data-start="272" data-end="287">ISLAMABAD, Pakistan</strong> &#8211; Pakistan has begun the process of launching a new <strong data-start="338" data-end="387">U.S. dollar-denominated dual-tranche Eurobond</strong>, seeking to raise international financing through five- and 10-year notes as the government attempts to rebuild regular access to global capital markets.</p>
<p data-start="581" data-end="929">The Ministry of Finance has initiated the transaction, although the final size, pricing and yields have not yet been announced and will depend on market conditions and investor demand. Pakistani officials have described the move as another step in the country&#8217;s renewed engagement with international investors.</p>
<p data-start="931" data-end="1124">The proposed bonds would extend Pakistan&#8217;s maturity profile beyond the three-year Eurobond issued in April and provide a new benchmark for the country&#8217;s sovereign debt in international markets.</p>
<h3 data-section-id="zvz6i9" data-start="1126" data-end="1162">Pakistan returns after years away</h3>
<p data-start="1164" data-end="1261">Pakistan returned to the international bond market in <strong data-start="1218" data-end="1232">April 2026</strong>, ending a four-year absence.</p>
<p data-start="1263" data-end="1609">The government initially raised <strong data-start="1295" data-end="1311">$500 million</strong> through a three-year Eurobond under its Global Medium-Term Note program. Strong demand subsequently allowed Pakistan to increase the issue to <strong data-start="1454" data-end="1470">$750 million</strong> through a greenshoe option. The bond carries a coupon of about <strong data-start="1534" data-end="1544">6.975%</strong> and matures in April 2029.</p>
<p data-start="1611" data-end="1795">The April transaction was significant because Pakistan had largely relied on multilateral, bilateral and commercial financing after losing regular access to international debt markets.</p>
<p data-start="1797" data-end="1993">The government has also repaid a <strong data-start="1830" data-end="1855">$1.4 billion Eurobond</strong> that matured in April, helping re-establish a reference point for pricing Pakistani sovereign debt.</p>
<h3 data-section-id="nr1gtr" data-start="1995" data-end="2033">New issue tests investor confidence</h3>
<p data-start="2035" data-end="2126">The latest transaction is more ambitious because Pakistan is seeking longer-term financing.</p>
<p data-start="2128" data-end="2346">The proposed <strong data-start="2141" data-end="2177">five-year and 10-year maturities</strong> will test whether international investors are willing to commit capital to Pakistan for longer periods and at what borrowing cost.</p>
<p data-start="2348" data-end="2495">The government is seeking to take advantage of improved sovereign credit ratings and what officials describe as improving macroeconomic conditions.</p>
<p data-start="2497" data-end="2744"><strong data-start="2497" data-end="2519">S&amp;P Global Ratings</strong> assigned a <strong data-start="2531" data-end="2536">B</strong> rating to Pakistan&#8217;s Global Medium-Term Note program and proposed dollar notes, while <strong data-start="2623" data-end="2640">Fitch Ratings</strong> assigned the program a <strong data-start="2664" data-end="2670">B-</strong> rating with an RR4 recovery rating.</p>
<h3 data-section-id="1wwclbu" data-start="2746" data-end="2778">IMF program remains important</h3>
<p data-start="2780" data-end="2898">Pakistan&#8217;s renewed access to international capital markets comes after a period of severe external financing pressure.</p>
<p data-start="2900" data-end="3107">The country has relied heavily on support from the <strong data-start="2951" data-end="2982">International Monetary Fund</strong> and other international and bilateral partners while working to stabilize its foreign-exchange position and public finances.</p>
<p data-start="3109" data-end="3265">A successful return to bond markets could give Islamabad another source of foreign currency financing and reduce its reliance on official lenders over time.</p>
<p data-start="3267" data-end="3407">However, borrowing through international bonds can also be expensive, particularly for countries with below-investment-grade credit ratings.</p>
<h3 data-section-id="yiscew" data-start="3409" data-end="3436">Why the Eurobond matters</h3>
<p data-start="3438" data-end="3553">A Eurobond allows Pakistan to borrow from international investors in a foreign currency, in this case U.S. dollars.</p>
<p data-start="3555" data-end="3794">For Pakistan, dollar borrowing provides access to a much larger pool of global investors than the domestic market. But it also creates a significant repayment obligation because the government ultimately has to service the debt in dollars.</p>
<p data-start="3796" data-end="3890">That makes foreign-exchange reserves and external financing conditions particularly important.</p>
<p data-start="3892" data-end="4012">If the Pakistani rupee weakens substantially against the dollar, the local-currency cost of servicing the debt can rise.</p>
<h3 data-section-id="if839m" data-start="4014" data-end="4056">A test for Pakistan&#8217;s economic recovery</h3>
<p data-start="4058" data-end="4193">The new offering will therefore provide a market test of whether investors believe Pakistan&#8217;s recent economic stabilization is durable.</p>
<p data-start="4195" data-end="4361">Strong demand and lower borrowing costs would give Islamabad evidence that international investors are becoming more comfortable with the country&#8217;s financial outlook.</p>
<p data-start="4363" data-end="4506">Weak demand or high required yields, by contrast, could demonstrate that investors continue to view Pakistan as a high-risk sovereign borrower.</p>
<p data-start="4508" data-end="4639">The transaction also comes as global markets face uncertainty over inflation, interest rates, energy prices and geopolitical risks.</p>
<h3 data-section-id="3dl2ft" data-start="4641" data-end="4661">What happens next</h3>
<p data-start="4663" data-end="4745">Pakistan has not yet announced the final size or pricing of the proposed Eurobond.</p>
<p data-start="4747" data-end="4855">The government will gauge investor demand before determining the final terms of the five- and 10-year notes.</p>
<p data-start="4857" data-end="5087">A successful transaction would further strengthen Pakistan&#8217;s presence in international debt markets and could pave the way for additional foreign-currency financing, including other instruments the government has been considering.</p>
<p data-start="5089" data-end="5264">For Islamabad, the immediate objective is not simply to raise money. <strong data-start="5158" data-end="5264">It is to demonstrate that Pakistan can once again access international investors on a sustained basis.</strong></p>
