										<content:encoded><![CDATA[<p><strong>NAHA, Japan</strong> – Japan has lodged a strong protest with the United States after police arrested a U.S. Marine on suspicion of robbing and killing a woman in Okinawa.</p>
<p>Okinawa Prefectural Police arrested Lance Cpl. Devin Jacob Ballard, 20, after the death of Anna Yagi, 39, at a hotel in Naha on Oct. 3.</p>
<p>Police allege that Ballard entered the hotel with Yagi and later left alone. They also allege that he took her belongings. Ballard has denied the allegations.</p>
<p>The case was sent to the Naha Public Prosecutors Office on Monday as investigators continued to examine what happened.</p>
<h3>Japan Demands U.S. Action</h3>
<p>The Japanese government moved quickly after the arrest.</p>
<p>Foreign Minister Toshimitsu Motegi summoned U.S. Ambassador George Glass on Oct. 4 and lodged a strong protest. He demanded full U.S. cooperation with the investigation, tighter discipline among U.S. military personnel and measures to prevent similar incidents.</p>
<p>Defense Minister Shinjiro Koizumi also summoned the commander of U.S. Forces Japan. He called the incident extremely serious and demanded cooperation with Japanese investigators and stronger measures to prevent another tragedy.</p>
<p>Prime Minister Sanae Takaichi also condemned the incident and said Japan had strongly protested to the United States.</p>
<p>The U.S. side expressed regret over the death and pledged to cooperate with Japanese authorities. The Marine Corps said it was cooperating with the investigation.</p>
<h3>Okinawa Governor Demands Changes</h3>
<p>The case has also drawn a strong response from Okinawa&#8217;s new governor, Genta Koja.</p>
<p>Koja met Monday with Lt. Gen. Benjamin Watson, commander of the III Marine Expeditionary Force, and U.S. Consul General Andrew Ou in Naha.</p>
<p>Koja handed Watson a letter of protest and called for stronger measures to prevent similar incidents. He also demanded a review of the Japan-U.S. Status of Forces Agreement, which sets rules for the presence of U.S. forces in Japan.</p>
<p>Koja said the incident had renewed concerns among Okinawa residents who live alongside U.S. military facilities.</p>
<p>The governor took office on Sept. 30, making the case one of his first major tests involving the U.S. military presence on the island.</p>
<h3>Protests Follow Arrest</h3>
<p>The arrest has also triggered public protests in Okinawa and Tokyo.</p>
<p>Demonstrators have called for stronger controls on U.S. military personnel and renewed their opposition to the continued U.S. military presence on the island.</p>
<p>Okinawa has long been at the center of debate over the U.S.-Japan security alliance. The prefecture hosts a large share of U.S. military facilities in Japan, placing a significant military footprint close to civilian communities.</p>
<p>Previous crimes and accidents involving U.S. personnel have repeatedly led to protests and demands for tighter controls.</p>
<p>The latest case has brought those concerns back into public debate, although the criminal investigation remains separate from the wider political dispute over U.S. bases.</p>
<h3>Investigation Continues</h3>
<p>Police are continuing to examine Ballard&#8217;s movements before and after the incident, as well as his relationship with Yagi.</p>
<p>Investigators have cited security camera footage as part of the evidence in the case. Police have also examined the circumstances surrounding Yagi&#8217;s death.</p>
<p>Ballard remains under Japanese custody and has not been convicted.</p>
<p>The case could further strain local concerns over the U.S. military presence in Okinawa. For the Japanese government, the immediate focus is on securing cooperation from the United States and preventing another incident.</p>
<p>For Okinawa, the arrest has once again raised questions about how U.S. military personnel are managed while living and operating alongside local communities.</p>
