MECCA, Saudi Arabia – Saudi Arabia has warned Yemen’s Houthi movement that it will take deterrent measures after its air defenses intercepted and destroyed a drone south of Mecca before it entered the holy city’s restricted airspace.

The Saudi-led coalition said the drone was intercepted at about 6:50 p.m. local time on Sept. 15, with its wreckage falling south of Mecca. Coalition spokesman Maj. Gen. Turki al-Maliki described the incident as the second reported Houthi attempt to target the city, following a ballistic missile launch in 2017.

The Houthis denied targeting Mecca or any Islamic holy site, creating competing accounts over the intended destination of the drone.

Saudi Arabia calls Mecca security a red line

Al-Maliki said the security of the Two Holy Mosques and their visitors was a “red line” and warned that coalition forces would take necessary measures to deter further Houthi attacks.

Saudi authorities issued a security alert in Mecca on Tuesday evening, along with alerts in Jeddah and Taif. The Mecca warning was lifted shortly afterward. It was the first such alert in the city since the previous reported Houthi attempt in 2017.

Mecca is home to the Grand Mosque and the Kaaba and receives millions of visitors throughout the year for Hajj and Umrah.

The incident therefore carries significance beyond the immediate military confrontation. Any threat to the city involves a major religious center as well as a heavily populated urban area.

Houthis deny targeting the holy city

Houthi officials rejected Saudi Arabia’s account that the drone was directed toward Mecca.

A Houthi political official described the allegation as false, while a Houthi military source separately denied that the group posed a threat to Mecca or other Islamic holy sites.

The Saudi-led coalition has identified the drone as Houthi-launched, but the available reporting does not independently establish the intended target beyond the Saudi military’s account.

That distinction is important because the drone was destroyed before entering Mecca’s restricted airspace. The incident therefore demonstrates an attempted or alleged approach toward the city’s airspace, rather than an attack that struck the city itself.

Fighting with Houthis has intensified

The drone interception came after a series of Houthi attacks on Saudi territory.

The coalition said 13 civilians were injured in missile and drone attacks affecting Khamis Mushait, Abha and Taif on Sept. 15. Saudi authorities also reported damage to homes and vehicles.

The escalation follows years of relative calm after a United Nations-brokered truce in 2022 sharply reduced Houthi attacks on Saudi territory.

That period of reduced cross-border attacks has now given way to renewed fighting as the conflict in Yemen becomes entangled with wider regional tensions.

The Houthis control significant territory in Yemen, including areas along the Red Sea, while Saudi Arabia has supported forces opposed to the movement.

The incident comes amid wider regional pressure

The renewed confrontation is also affecting the security environment around the Red Sea and Bab el-Mandeb, one of the world’s major maritime chokepoints.

Houthi advances and attacks have raised concerns about shipping routes and Saudi energy exports as disruptions elsewhere in the region have reduced alternative routes for oil and other commodities.

Saudi Arabia has consequently faced simultaneous security pressures involving its cities, energy infrastructure and regional transport routes.

The Mecca incident adds another dimension because Saudi authorities have explicitly linked the security of the holy city and pilgrims to their response toward the Houthis.

What happens next

Saudi Arabia has not publicly detailed what specific military or other measures it would take in response to the drone incident.

The Houthis, for their part, have rejected the accusation that they attempted to target Mecca.

The immediate facts are therefore limited: Saudi air defenses destroyed a drone south of Mecca before it entered restricted airspace, Saudi officials attributed the launch to the Houthis and warned of further action, and Houthi officials denied targeting the city.

Any determination about the drone’s intended target beyond those competing accounts will depend on additional evidence from the investigation and the parties involved.

Reporting Credit: Coalition to Support Legitimacy in Yemen — interception, location, timing and attribution of the drone; Saudi authorities — security alerts and response; Houthi political and military officials — denial of targeting Mecca; Saudi security authorities — information concerning the wider attacks on Saudi cities.
