Ceasefire Between Israel and Hamas Set to Begin on Sunday at 0630 GMT

Qatar’s foreign ministry announced that a ceasefire between Israel and Hamas will take effect at 0630 GMT on Sunday. This pause in hostilities comes after 15 months of intense conflict and will involve the release of dozens of hostages held in Gaza by Hamas, alongside hundreds of Palestinians imprisoned by Israel.

Key Details of the Ceasefire Agreement:

Approval and Mediation: Israel’s Cabinet approved the deal early Saturday. It was brokered through indirect negotiations mediated by the United States, Qatar, and Egypt.

Hostage Release: The agreement will see the initial release of hostages, with 33 individuals set to be freed over the next six weeks.

Prisoner Exchange: Israel’s Justice Ministry has published a list of over 700 Palestinian prisoners, including members of militant groups, slated for release.

Phased Implementation: Female hostages will be released first, with negotiations for a second phase involving male soldiers and other captives contingent on further ceasefire discussions.

The ceasefire marks the second truce in this devastating conflict, which has left over 46,000 people dead in Gaza, predominantly women and children, according to Gaza’s Health Ministry. Israel claims to have killed over 17,000 fighters, though evidence to support these figures has not been provided.

Lebanon Begins Reconstruction After U.N.-Brokered Ceasefire

In Beirut, U.N. Secretary-General António Guterres pledged international support to aid Lebanon’s recovery following the recent U.S.-brokered ceasefire between Israel and Hezbollah. Speaking after a meeting with Lebanon’s newly elected President Joseph Aoun, Guterres expressed optimism for the nation’s rebuilding efforts.

Highlights of Guterres’ Visit to Lebanon:

Government Formation: After 26 months without a president, Lebanon has named both a president and a prime minister, facilitating the restoration of state institutions.

Military Deployment: Lebanese troops, along with U.N. peacekeepers, will oversee security along the Israeli border as part of the ceasefire agreement.

Conflict Toll: The Israel-Hezbollah war has killed over 4,000 people and injured more than 16,000 in Lebanon.

Hezbollah Leader Comments on Ceasefire and Future Strategy

Naim Kassem, a senior leader of Hezbollah, praised the Palestinian resistance and emphasized that Lebanon must firmly oppose Israeli violations of the truce.

Kassem’s Key Points:

Palestinian Sacrifices: He credited the Palestinian people for thwarting Israeli attempts to erase their cause.

Hezbollah’s Role: While some in Lebanon advocate for Hezbollah’s disarmament, Kassem insists the group’s weapons are integral to a national defense strategy.

Truce Violations: He warned against testing Hezbollah’s patience, citing alleged hundreds of Israeli violations since the truce began.

Analysis: Challenges and Implications of the Ceasefire

The ceasefire, though a critical step, faces significant challenges:

Hamas’ Conditions: Hamas has linked the release of remaining hostages to a lasting ceasefire and a full Israeli withdrawal from Gaza.

Israel’s Prisoner Exchange: The Justice Ministry’s list of prisoners does not include high-profile figures like Marwan Barghouti, despite demands from Hamas for his release.

Broader Impact: The agreement is a fragile attempt to address deep-seated issues, with both sides continuing to hold firm negotiating positions.

Observers caution that while the ceasefire offers a temporary reprieve, long-term peace will require significant concessions and sustained international involvement.

Israeli Prime Minister Approves Ceasefire with Lebanon ‘In Principle’

Israeli Prime Minister Benjamin Netanyahu has tentatively approved a ceasefire deal with Hezbollah, according to a source familiar with the ongoing negotiations. The agreement, discussed during a security consultation with Israeli officials on Sunday night, remains contingent on resolving key details, which were expected to be relayed to the Lebanese government on Monday.

Negotiation Status

While progress has been made, Israeli officials still have reservations about parts of the proposal. These concerns, along with other details, are under negotiation. Multiple sources emphasized that the agreement will not be finalized until all outstanding issues are resolved. Approval by the Israeli cabinet, a crucial step, has not yet occurred.

Positive Momentum, Fragile Process

Negotiators remain optimistic about reaching an agreement, though tensions between Israel and Hezbollah persist. Both sides have continued exchanging fire, and sources warned that any misstep could derail the talks.

U.S. envoy Amos Hochstein, who has been mediating the negotiations, expressed optimism during his visit to Beirut last week, describing discussions as “constructive” and “very good” in narrowing gaps. He stated, “We have a real opportunity to bring conflict to an end. The window is now.” Hochstein has since traveled to Israel to finalize the discussions.

Proposed Ceasefire Terms

The U.S.-backed proposal seeks a 60-day cessation of hostilities, which some hope could pave the way for a more permanent ceasefire. Lebanese Prime Minister Najib Mikati indicated that Beirut responded positively to the proposal, and many aspects of the draft agreement have reportedly been resolved.

On Sunday, U.S. officials reportedly pressed Israel to respond favorably to the ceasefire deal. Hochstein allegedly warned the Israeli ambassador to Washington that he might withdraw from mediation efforts if progress stalls.

Conflict Background

Tensions between Israel and Hezbollah have escalated since October 8 of last year, when Hezbollah launched attacks on Israeli-controlled territory in solidarity with Hamas and Palestinians in Gaza. This triggered months of cross-border skirmishes, culminating in Israel’s major military offensive in mid-September.

The offensive has included ground invasions, targeted killings of Hezbollah leaders—most notably its founder Hassan Nasrallah—and widespread destruction, injuring thousands of people. The violence underscores the urgency of achieving a ceasefire to halt further bloodshed.

Next Steps

Both sides must agree on unresolved terms for the ceasefire to proceed. The coming days are critical, as mediators work to finalize an agreement that could bring a temporary halt to hostilities and potentially lay the groundwork for lasting peace.

Qatar Pauses Mediation Efforts in Gaza Ceasefire Talks Due to Lack of Progress

Qatar announced on Saturday that it has halted its mediation efforts between Israel and Hamas for a Gaza ceasefire, citing a lack of good-faith negotiations from both parties.

Majed Al-Ansari, spokesperson for Qatar’s Foreign Ministry, stated that Qatar informed both parties 10 days ago that if they couldn’t reach an agreement, it would suspend its mediation. “The State of Qatar notified the parties during the last attempts to reach an agreement that it would stall its efforts to mediate between Hamas and Israel if an agreement was not reached in that round,” Al-Ansari said.

Qatar has played a central role in mediation for over a year, working to secure a ceasefire and arrange a hostage release deal—an objective highly prioritized by U.S. President Joe Biden. However, despite months of negotiations, both goals remain unresolved.

As part of its decision, Qatar has also closed Hamas’ political office in Doha. According to a diplomatic source familiar with the matter, Doha suspended the office about a week ago due to the stalled negotiations and lack of genuine willingness to engage from both sides. “The office won’t be operational, so [Hamas] may leave. The office could open again if talks restart,” the diplomat said. Although Hamas officials may leave Qatar, they have not been given a specific deadline.

U.S. and Qatari sources confirmed that the U.S. recently requested Qatar take this step, but a Qatari diplomatic source emphasized that the decision was made independently, not due to external pressure.

In response to media inquiries, the White House National Security Council declined to comment. However, a senior U.S. administration official had remarked on Friday, “After rejecting repeated proposals to release hostages, [Hamas] leaders should no longer be welcome in the capitals of any American partner.” The official praised Qatar’s past efforts in mediation, especially for helping secure the release of nearly 200 hostages last year, but expressed frustration at Hamas’ refusal to release any hostages in recent talks in Cairo.

A Hamas representative dismissed reports of their potential expulsion from Qatar as “baseless” and a “pressure tactic.”

Qatar’s decision to pause its mediator role follows recent tensions, including the death of Israeli-American hostage Hersh Goldberg-Polin and Hamas’ rejection of another ceasefire proposal. The Hamas office in Doha may reopen if both parties return to the negotiating table with genuine intent to reach a peace agreement.

Earlier in April, Qatar had temporarily closed the Hamas office, leading officials to relocate to Turkey. At that time, requests from the Biden administration and Israel prompted Qatar to reopen the office to support renewed discussions.
