										<content:encoded><![CDATA[<p><strong>KYIV, Ukraine</strong> – German Chancellor Friedrich Merz arrived in Kyiv on Oct. 4 for an unannounced visit as Russia continued a series of attacks on Ukrainian cities and infrastructure, with Germany preparing additional military and energy assistance and deeper defense cooperation with Ukraine.</p>
<p>Merz traveled with Economy and Energy Minister Katherina Reiche and a delegation that included executives from German defense and energy companies. The visit is intended to demonstrate continued German support as Ukraine approaches another winter of war.</p>
<p>The German chancellor said Ukraine needed Germany&#8217;s support in the coming weeks and warned that if Russia is not stopped, its war machine could eventually turn against Germany. That statement represents Merz&#8217;s assessment of the security risk rather than a prediction that Russia will attack Germany.</p>
<h3>Germany Prepares €1.35 Billion Support Package</h3>
<p>German government officials said Merz would announce measures involving <strong>€1 billion in military assistance</strong> and <strong>€350 million for repairs to Ukraine&#8217;s energy infrastructure</strong>. Together, the measures amount to €1.35 billion.</p>
