Cairo has increasingly pursued a foreign policy designed to maintain relationships with multiple major powers.

Closer ties with Beijing therefore give Egypt additional economic and diplomatic options without necessarily requiring it to abandon existing alliances.

China, meanwhile, gains a partner with significant influence in Arab and African affairs and an important role in regional diplomacy.

A broader Chinese Middle East strategy

The Egypt visit forms part of a wider Chinese effort to expand diplomatic influence across the Middle East and Global South.

Beijing has strengthened relations with Gulf states and Iran and played a diplomatic role in the restoration of Saudi-Iranian relations in 2023.

China has generally emphasized economic cooperation and diplomacy rather than establishing the extensive military presence associated with Washington.

The current regional environment gives that approach a new test.

As Middle Eastern governments reassess security relationships and economic vulnerabilities, Beijing is seeking to demonstrate that it can provide investment, political engagement and diplomatic alternatives.

The partnership faces its own limits

Despite the growing relationship, China and Egypt do not share identical interests on every regional issue.

Egypt must manage its relationships with Washington and other Western governments, while China must balance its expanding Middle East ambitions against its broader economic and strategic interests.

For Cairo, the objective appears to be diversification rather than alignment with a single great power.

For Beijing, Egypt is increasingly important as both an economic partner and a diplomatic gateway connecting China with the Arab world and Africa.

The immediate focus will be implementing the agreements announced during Xi’s visit, particularly projects involving industrial production, artificial intelligence, renewable energy and infrastructure.

The broader test will be whether China can translate its expanding economic relationship with Egypt into sustained diplomatic and security influence across the Middle East.

For Egypt, the partnership provides another avenue for investment and international cooperation at a time when regional instability is increasing the value of strategic flexibility.
