The election will determine the first regular Bangsamoro Parliament, which is responsible for legislating on matters devolved to the autonomous region.

The Commission on Elections (Comelec) said voting proceeded across the region’s provinces and cities, with voters choosing parliamentary representatives alongside local candidates under the electoral framework established for Bangsamoro.

The election had originally been scheduled for 2025 but was postponed by legislation to synchronize it with the 2026 national and local electoral cycle.

A new political phase for Bangsamoro

The election is the latest step in the political transition created by the 2018 Bangsamoro Organic Law.

The law established the Bangsamoro Autonomous Region in Muslim Mindanao, replacing the former Autonomous Region in Muslim Mindanao and creating a parliamentary form of regional government.

The new system emerged from the peace agreement between the Philippine government and the Moro Islamic Liberation Front, which had fought the government for decades.

The Bangsamoro Transition Authority has governed the region during the transition period. Today’s election begins the process of replacing that interim administration with elected regional representatives.

The first parliament will have authority over regional legislation, subject to the powers retained by the national government under the Philippine Constitution and the Bangsamoro Organic Law.

Peace process remains central to the election

The election is closely linked to the government’s peace agreement with the Moro Islamic Liberation Front.

The 2014 Comprehensive Agreement on the Bangsamoro provided the political framework for replacing armed struggle with autonomous self-government. The subsequent creation of Bangsamoro institutions was intended to give the region greater control over local governance while preserving the Philippines’ national sovereignty.

The transition has included the decommissioning of former MILF combatants and the integration of some former fighters into civilian and political life.

The election therefore carries significance beyond the selection of lawmakers. It tests whether the autonomous political structure can move from a transition arrangement to a functioning elected government.

Voters choose a regional parliament

The Bangsamoro Parliament is structured differently from the Philippine national legislature.

Its electoral system combines parliamentary districts, party-list representation and reserved seats designed to ensure representation of sectors and communities within the autonomous region.

The parliament is responsible for passing regional laws and approving the regional government’s budget and policies within the powers granted to Bangsamoro.

The election is also taking place in a region where political loyalties remain closely connected to family networks, local political organizations and the former armed movement.

That makes the composition of the first elected parliament important to the direction of the autonomous government.

Security and governance remain challenges

Bangsamoro continues to face security and development challenges despite progress under the peace process.

The region has experienced decades of armed conflict, including violence involving militant groups that are separate from the MILF. Poverty, limited infrastructure and access to public services also remain major concerns.

The autonomous government’s ability to provide effective public services and maintain security will be closely watched as elected institutions take over from the transition authority.

The new parliament will also have to work with the national government on issues that cross the boundary between regional and national authority.

What happens after the vote

The immediate next stage is the counting and canvassing of votes, followed by the proclamation of winning candidates and the organization of the new parliament.

The elected regional government will inherit the institutional framework built during the transition period while facing pressure to demonstrate that elected self-government can deliver tangible improvements in the region.

For Bangsamoro, the election represents a test of the political settlement that replaced decades of armed conflict with an experiment in autonomous governance.

Its success will depend not only on the conduct of the vote but also on whether the new institutions can sustain the peace process and translate autonomy into effective government.
