U.S. Sanctions U.N. Investigator Probing Israeli Conduct in Gaza War

The United States announced Wednesday that it has imposed sanctions on Francesca Albanese, the United Nations special rapporteur investigating human rights abuses in the Palestinian territories. The move marks the latest escalation in Washington’s efforts to push back against international criticism of Israel’s conduct in its 21-month-long war in Gaza.

The sanctions follow failed attempts by the U.S. to have Albanese removed from her position. It remains unclear how the sanctions will be enforced or whether they will affect her ability to travel to the U.S. for official duties.

Albanese, an Italian human rights lawyer, has accused Israel of committing genocide in Gaza—an allegation vehemently denied by both Israel and the United States. She has also supported International Criminal Court (ICC) arrest warrants for senior Israeli officials, including Prime Minister Benjamin Netanyahu, and published reports implicating U.S. corporations in allegedly supporting Israel’s military campaign.

U.S. Escalates Pressure Amid Netanyahu Visit

The sanctions come during Netanyahu’s visit to Washington, where he is meeting with President Donald Trump and other officials to discuss the ongoing war and bilateral cooperation. The timing underscores the U.S. administration’s strong alignment with Israel, even as international scrutiny over the humanitarian toll in Gaza continues to mount.

Secretary of State Marco Rubio defended the sanctions, calling Albanese’s advocacy “political and economic warfare” against the United States and Israel. “We will always stand by our partners in their right to self-defense,” he posted on social media.

UN and Human Rights Groups Push Back

Human Rights Watch condemned the sanctions, calling them an attack on human rights norms. Liz Evenson, international justice director at the organization, said Albanese is being punished “for doing her job — speaking truth about Israeli violations against Palestinians.”

Evenson warned that the U.S. move could undermine global mechanisms designed to hold perpetrators of war crimes accountable. “U.N. and ICC member countries should strongly resist the U.S. government’s shameless efforts to block justice for the world’s worst crimes,” she said.

Albanese’s most recent report, dated July 1, targets Western defense contractors, construction firms, and tech companies she claims are materially supporting Israel’s occupation and war campaign. She alleges that “Israel’s genocide continues because it is lucrative for many,” citing commercial and academic institutions in the U.S. and elsewhere.

The U.N. Human Rights Council has not yet commented on the sanctions.

Israel and U.S. Accuse Albanese of Bias

Israel’s mission in Geneva dismissed Albanese’s findings as “legally groundless” and accused her of whitewashing Hamas atrocities. The U.S. mission to the U.N. also condemned Albanese’s work, citing what it called a “years-long pattern of virulent anti-Semitism and unrelenting anti-Israel bias.”

Outside experts like Albanese report to the U.N. Human Rights Council but do not represent the U.N. or possess enforcement powers. Nevertheless, their assessments are often influential in shaping international discourse and policy recommendations.

Israeli Ambassador Danny Danon welcomed the U.S. move, stating that Albanese’s work “crossed the line from human rights advocacy into political warfare.”

Sanctions Follow Broader Crackdown on Pro-Palestinian Advocacy

The decision to sanction Albanese comes amid a broader campaign by the Trump administration to stifle domestic and international criticism of Israel. Earlier this year, U.S. federal authorities began arresting and attempting to deport university faculty and students involved in pro-Palestinian protests.

The Israeli military campaign in Gaza began in October 2023, after Hamas-led militants killed approximately 1,200 people in Israel and took more than 250 hostages. Since then, Israel’s military response has killed over 57,000 Palestinians, according to Gaza’s Health Ministry. Aid groups report severe shortages of medical care and food as much of the population remains displaced.

Albanese has continued to call for global action.

“We must stop this genocide,” she wrote in a recent post, “whose short-term goal is completing the ethnic cleansing of Palestine, while also profiteering from the killing machine devised to perform it. No one is safe until everyone is safe.”

Ousted Russian General Returns to War—But Now Leads a Doomed Unit of Ex-Convicts

Major General Ivan Popov, once hailed as a decorated leader in Russia’s war on Ukraine, is returning to the battlefield—but under grim new circumstances. After being ousted and briefly jailed for criticizing military leadership, Popov has reportedly been given command of a notorious penal battalion made up of former prisoners, infamous for suffering massive casualties in combat.

In 2023, Popov was in charge of the 58th Combined Arms Army, where he gained a reputation as a strong and capable commander in southern Ukraine. That changed overnight when he dared to speak out against the Russian military’s top brass. In a voice message sent to colleagues, Popov claimed his own superiors had “stabbed the army in the back” during a critical phase of the war.

He blamed Chief of the General Staff Valery Gerasimov and the Defense Ministry for failing to provide artillery support and accused them of removing him for exposing operational flaws. His candid critique, coming just weeks after the Wagner Group’s failed mutiny, made him a target.

Following his dismissal, Popov was briefly reassigned to Syria. But in May 2024, he was arrested on fraud charges he strongly denied. Prosecutors sought a six-year prison term, but support for Popov never fully waned. Analysts say many ultranationalists, veterans, and even some serving officers saw the charges as a political ploy to silence a truth-teller.

In March 2025, Popov made a public appeal to President Vladimir Putin. Calling Putin his “moral guide,” he begged to return to the frontlines. Instead of prison, he asked to redeem himself in combat.

That appeal appears to have worked—sort of. Russian state media reported that Popov’s legal team and the Ministry of Defense reached a deal to send him back to Ukraine rather than jail. His lawyer confirmed the arrangement, noting it’s pending court approval.

But instead of leading his old 58th Army, Popov has been assigned to command one of Russia’s infamous Storm Z units—a penal formation composed largely of former convicts. These battalions are often thrown into “meat grinder” assaults, suffering staggering losses. One such unit Popov previously worked with, Storm Gladiator, had a survival rate of just 40%.

Military analyst Kateryna Stepanenko described the assignment as “effectively a death sentence,” noting that these formations are routinely sent into suicidal frontal attacks. Despite the risks, Russian military bloggers celebrated Popov’s return, calling him a “legendary combat general.”

The Kremlin has continued to back the use of convicts in combat. Putin recently pledged veteran status for Storm Z fighters, signaling ongoing institutional support for these units despite their high casualty rates.

Stepanenko argues that Popov’s case is part of a broader trend: a new redemption system where disgraced officials can regain favor if they publicly accept blame and agree to serve in Ukraine. Popov, however, has not admitted guilt—adding another layer of complexity to his supposed path to redemption.

Whether his return is a genuine second chance or a political trap remains to be seen. What’s certain is that Popov is stepping back onto the battlefield under far more perilous conditions—leading men who’ve already been treated as expendable, in a war where lives are spent recklessly.

Hungary Moves to Quit ICC as Netanyahu Receives Red Carpet Welcome in Budapest

Hungary has announced plans to withdraw from the International Criminal Court (ICC), a move that comes just as Israeli Prime Minister Benjamin Netanyahu arrived in Budapest to a grand reception. The decision aligns with Hungary’s vocal opposition to the ICC’s recent arrest warrant against Netanyahu over alleged war crimes.

Hungarian Prime Minister Viktor Orbán welcomed Netanyahu with full military honors at Budapest’s historic Castle District. The two leaders stood side by side as a military band played, while soldiers on horseback and in ceremonial uniforms paraded in a show of state-level support.

During the reception, Orbán’s chief of staff, Gergely Gulyás, issued a statement confirming that the Hungarian government will initiate the process of leaving the ICC. This process could take over a year to complete. Later, Orbán criticized the ICC as a “political court,” arguing that it had lost its impartiality.

Netanyahu’s trip to Hungary marks only his second foreign visit since the ICC issued an arrest warrant against him and former Israeli Defense Minister Yoav Gallant in November. The court claims there is evidence suggesting their involvement in crimes against humanity during the ongoing conflict in Gaza.

The war escalated following Hamas-led attacks on southern Israel on October 7, 2023, which left approximately 1,200 dead and resulted in 251 hostages. In response, Israel launched an aggressive military campaign in Gaza, leading to over 50,000 Palestinian deaths, according to the Gaza Health Ministry. Israel, however, asserts that 20,000 of those killed were militants but has not provided verification.

The ICC also issued warrants for three Hamas leaders, all of whom were later killed.

Following the ICC’s indictment, Orbán invited Netanyahu to Budapest, openly defying the court’s authority. Hungary, a signatory to the ICC since 2001, is technically obligated to enforce arrest warrants issued by the court. However, Orbán has dismissed these obligations, accusing the ICC of politically motivated interference in ongoing conflicts.

During a joint news conference, Orbán reiterated his stance:

“The ICC is no longer an impartial court, but a political tool. This is most evident in its decisions regarding Israel.”

He further declared that Hungary “cannot and does not want to engage” with an institution he views as compromised.

Netanyahu, in turn, praised Hungary’s decision, calling it a “bold and principled move.”

“The ICC targets those fighting just wars with just means. Hungary is the first country to walk away from this corruption, and I believe it will be deeply appreciated worldwide.”

The ICC has strongly condemned Hungary’s refusal to comply with its arrest warrant, with spokesperson Fadi El Abdallah stating:

“Hungary remains under a duty to cooperate with the ICC.”

Hamas also denounced the move, calling it an “immoral stance” that enables a “war criminal to escape justice.” The group urged Hungary to reverse its decision and comply with international law.

Netanyahu’s foreign visits serve not only as diplomatic engagements but also as efforts to bolster his political standing at home. His government faces growing protests over its handling of the war, concerns over hostages still held by Hamas, and internal political maneuvering perceived as an attempt to consolidate power.

Israel recently resumed military operations in Gaza, breaking a ceasefire and halting all food, fuel, and humanitarian aid to the enclave in an effort to pressure Hamas into releasing hostages.

With Hungary now set to exit the ICC, the move raises broader questions about the court’s influence and the future of international legal cooperation in prosecuting war crimes. The decision also underscores Orbán’s willingness to challenge EU norms and further align with Netanyahu’s embattled leadership on the world stage.
