Federal officials have arrested Portland Trail Blazers head coach Chauncey Billups and Miami Heat guard Terry Rozier as part of a broad investigation into illegal sports betting linked to professional basketball, according to people familiar with the case.

The arrests mark one of the most high-profile developments in a series of inquiries into sports gambling that have shaken professional leagues across the United States. Details of the specific charges were not immediately available as the Justice Department and Federal Bureau of Investigation (FBI) prepared to brief reporters later Thursday.

Sources who spoke to the Associated Press on condition of anonymity confirmed that both arrests were made early Thursday morning. The individuals declined to provide additional information because they were not authorized to discuss the matter publicly.

FBI Leads Multi-State Probe

The case is being led by the U.S. Attorney’s Office in Brooklyn, the same jurisdiction that prosecuted former Toronto Raptors center Jontay Porter earlier this year for manipulating game outcomes to benefit bettors. Porter pleaded guilty to conspiracy charges in July, admitting that he deliberately underperformed in games after falsely reporting injuries.

According to law enforcement sources, the current investigation extends beyond a single team or player and may involve coordinated betting patterns across multiple NBA markets. FBI Director Kash Patel and senior Justice Department officials are expected to release further information during a scheduled press briefing in New York.

The National Basketball Association (NBA) has not yet commented on the arrests. However, the league previously investigated Rozier and continues to examine potential gambling violations involving other players, including former Detroit Pistons guard Malik Beasley.

Rozier Detained in Orlando Following Season Opener

Rozier, who recently joined the Miami Heat, was in uniform during the team’s season opener against the Orlando Magic on Wednesday night, though he did not play. Authorities reportedly took him into custody in Orlando early Thursday morning.

The Miami Heat declined to comment on the arrest. A spokesperson for Rozier’s attorney, Jim Trusty, did not immediately respond to requests for comment. Trusty previously told ESPN in 2023 that the player had cooperated with an earlier NBA and FBI review, which initially concluded that Rozier had done nothing wrong.

The ongoing investigation suggests that federal authorities have since obtained new information linking Rozier to at least one game under scrutiny.

Billups’ Involvement Raises Broader League Concerns

Billups, a former NBA Finals MVP and respected figure in the league, was arrested separately on Thursday. Details surrounding his alleged involvement remain unclear, though investigators believe both arrests are part of an interconnected gambling operation involving player prop bets and potential information leaks.

Billups, 48, has served as the Trail Blazers’ head coach since 2021 and is widely regarded as a mentor to younger players. His arrest has stunned the basketball community, raising questions about the league’s internal oversight mechanisms and the growing influence of legal and illegal sports betting markets.

Neither the Trail Blazers nor Billups’ representatives have issued public statements as of Thursday afternoon.

Background: A Game Under Question

Federal investigators have been reviewing a game on March 23, 2023, between the Charlotte Hornets and the New Orleans Pelicans, during which Rozier — then playing for Charlotte — exited early with a reported foot injury.

Rozier played the first nine minutes and thirty-six seconds, scoring five points with four rebounds and two assists before leaving the court. He did not return for the remainder of the season. At the time, Charlotte was out of playoff contention, and his absence was not considered unusual.

However, betting data reviewed by the FBI and sports integrity monitors later showed a spike in prop wagers related to Rozier’s individual performance metrics. Several online bettors complained publicly on social media that night, suggesting suspicious betting patterns after realizing Rozier would not return to the game.

A prop bet — short for proposition bet — allows gamblers to wager on specific player statistics, such as total points or rebounds, rather than the game’s outcome. Authorities are now investigating whether insider information influenced betting lines ahead of that matchup.

Expanding Federal Focus on Sports Integrity

The arrests of Billups and Rozier come amid heightened scrutiny of sports betting in the United States following the Supreme Court’s 2018 decision to lift the federal ban on sports wagering. Since then, the market has grown rapidly, with more than 30 U.S. states legalizing some form of sports betting.

While the NBA has embraced partnerships with licensed sportsbooks, it has also established strict integrity protocols to monitor irregular betting activity. League officials routinely cooperate with law enforcement to identify potential breaches involving players, referees, or team personnel.

Analysts say the latest investigation highlights the difficulty of balancing commercial opportunities with ethical safeguards in a multibillion-dollar industry increasingly driven by fan engagement and digital wagering.

NBA Integrity Rules and Potential Sanctions

Under current NBA regulations, any player, coach, or team employee found to have placed or influenced bets on league games faces severe penalties, including suspension, termination, or permanent banishment.

If convicted of federal offenses, both Billups and Rozier could also face criminal penalties ranging from fines to imprisonment, depending on the nature of the charges.

The NBA is expected to conduct its own parallel disciplinary review once the federal case advances.

FBI officials are expected to release preliminary findings at a Thursday press conference in New York. The Justice Department is also preparing a formal statement outlining the scope of the charges.
