The United States announced Wednesday that it has imposed sanctions on Francesca Albanese, the United Nations special rapporteur investigating human rights abuses in the Palestinian territories. The move marks the latest escalation in Washington’s efforts to push back against international criticism of Israel’s conduct in its 21-month-long war in Gaza.

The sanctions follow failed attempts by the U.S. to have Albanese removed from her position. It remains unclear how the sanctions will be enforced or whether they will affect her ability to travel to the U.S. for official duties.

Albanese, an Italian human rights lawyer, has accused Israel of committing genocide in Gaza—an allegation vehemently denied by both Israel and the United States. She has also supported International Criminal Court (ICC) arrest warrants for senior Israeli officials, including Prime Minister Benjamin Netanyahu, and published reports implicating U.S. corporations in allegedly supporting Israel’s military campaign.

U.S. Escalates Pressure Amid Netanyahu Visit

The sanctions come during Netanyahu’s visit to Washington, where he is meeting with President Donald Trump and other officials to discuss the ongoing war and bilateral cooperation. The timing underscores the U.S. administration’s strong alignment with Israel, even as international scrutiny over the humanitarian toll in Gaza continues to mount.

Secretary of State Marco Rubio defended the sanctions, calling Albanese’s advocacy “political and economic warfare” against the United States and Israel. “We will always stand by our partners in their right to self-defense,” he posted on social media.

UN and Human Rights Groups Push Back

Human Rights Watch condemned the sanctions, calling them an attack on human rights norms. Liz Evenson, international justice director at the organization, said Albanese is being punished “for doing her job — speaking truth about Israeli violations against Palestinians.”

Evenson warned that the U.S. move could undermine global mechanisms designed to hold perpetrators of war crimes accountable. “U.N. and ICC member countries should strongly resist the U.S. government’s shameless efforts to block justice for the world’s worst crimes,” she said.

Albanese’s most recent report, dated July 1, targets Western defense contractors, construction firms, and tech companies she claims are materially supporting Israel’s occupation and war campaign. She alleges that “Israel’s genocide continues because it is lucrative for many,” citing commercial and academic institutions in the U.S. and elsewhere.

The U.N. Human Rights Council has not yet commented on the sanctions.

Israel and U.S. Accuse Albanese of Bias

Israel’s mission in Geneva dismissed Albanese’s findings as “legally groundless” and accused her of whitewashing Hamas atrocities. The U.S. mission to the U.N. also condemned Albanese’s work, citing what it called a “years-long pattern of virulent anti-Semitism and unrelenting anti-Israel bias.”

Outside experts like Albanese report to the U.N. Human Rights Council but do not represent the U.N. or possess enforcement powers. Nevertheless, their assessments are often influential in shaping international discourse and policy recommendations.

Israeli Ambassador Danny Danon welcomed the U.S. move, stating that Albanese’s work “crossed the line from human rights advocacy into political warfare.”

Sanctions Follow Broader Crackdown on Pro-Palestinian Advocacy

The decision to sanction Albanese comes amid a broader campaign by the Trump administration to stifle domestic and international criticism of Israel. Earlier this year, U.S. federal authorities began arresting and attempting to deport university faculty and students involved in pro-Palestinian protests.

The Israeli military campaign in Gaza began in October 2023, after Hamas-led militants killed approximately 1,200 people in Israel and took more than 250 hostages. Since then, Israel’s military response has killed over 57,000 Palestinians, according to Gaza’s Health Ministry. Aid groups report severe shortages of medical care and food as much of the population remains displaced.

Albanese has continued to call for global action.

“We must stop this genocide,” she wrote in a recent post, “whose short-term goal is completing the ethnic cleansing of Palestine, while also profiteering from the killing machine devised to perform it. No one is safe until everyone is safe.”
